<br />RISK AND VULNERABILITY ASSESSMENT <br />Ramsey County Multijurisdictional Hazard Mitigation Plan | July 2012 4-49 <br />Hazard Profile <br />There have been no aircraft accidents in Ramsey County in recent history. However, the potential exists <br />due to the high volume of air traffic that goes in and out of the Minneapolis-St. Paul International Airport <br />as well as additional air traffic from the Benson Airport, the St. Paul Downtown Airport (Hulman Field), <br />and Anoka County-Blaine Airport. <br />Vulnerability Assessment <br />The probability of an aircraft accident is minimal. The low probability of an incident suggests that the <br />potential for impact is minimal. Based on historical records from the past 10 years, the probability of an <br />aircraft accident occurring in Ramsey County and the planning area is considered low. <br />Assets Exposed to Hazard <br /> Property Risk/Vulnerability: It was determined that all critical facilities have the possibility of <br />being affected by an aircraft accident. <br /> People Risk/Vulnerability: In evaluating vulnerability of the population in Ramsey County, it was <br />determined that risk/vulnerability includes the entire population of the County since there is no way <br />to determine the impact/magnitude of an aircraft accident incident and no way to predict where and <br />when an aircraft accident incident will occur. People are vulnerable to aircraft accident events due to <br />the location of the County to the Minneapolis-St. Paul International Airport as well as additional air <br />traffic from the Benson Airport, the St. Paul Downtown Airport (Hulman Field), and Anoka County- <br />Blaine Airport. <br /> Environment Risk/Vulnerability: Risks to the environment are low should an aircraft accident <br />occur. Environmental concerns would be impact of the aircraft in or near a natural gas line and <br />secondary events such as fires and hazardous materials accidents (gas pipelines rupturing, rupture of <br />hazardous materials containers at facilities, etc.). <br />Damage Assessment <br />An aircraft accident in the County could have a detrimental effect.
