<br />Section 4 <br />4-50 Ramsey County Multijurisdictional Hazard Mitigation Plan | July 2012 <br />Hazard Summary <br />Aircraft accidents are an uncommon occurrence in Ramsey County. However, the potential for an aircraft <br />accident in the County poses a challenge in the development of adequate mitigation measures. <br />4.4.7 Critical Facilities and Infrastructure Loss <br /> <br />Hazard Identification <br />According to FEMA, critical facilities and infrastructure are those systems “whose incapacity or <br />destruction would have a debilitating impact on the defense or economic security of that community.” <br />These systems include the following seven general categories: fire and emergency services, <br />telecommunications infrastructure, hospitals, law enforcement, educational buildings, government <br />services, and public utilities. <br />Ramsey County Emergency Management and Homeland Security maintains a database for critical <br />facilities and infrastructure. Participating organizations provided the critical facilities and/or assets within <br />their communities. County Emergency Management identifies the structure value of all critical assets and <br />structures. <br />Hazard Profile <br />All facilities and infrastructure within Ramsey County are susceptible to natural and terrorist events. <br />Lightning and wind within the County can cause damage to facilities. The possibility of a fire within the <br />facilities could cause damage, as could flooding and hazardous materials incidents. Ramsey County <br />houses a number of facilities and infrastructure that should be highlighted. 40 percent of the state’s gross <br />domestic product passes through the Port of St. Paul. The Prairie Island Nuclear Generating Plant is <br />located in nearby Red Wing, MN, but an evacuation of the area would likely impact Ramsey County. In <br />addition, the County is highly reliant on the City of St. Paul’s Water Department for potable water.
