<br />Section 6 <br />6-2 Ramsey County Multijurisdictional Hazard Mitigation Plan | July 2012 <br />6.3 Multijurisdictional Strategy and Considerations <br />The Ramsey County Emergency Management and Homeland Security Director will lead activities for <br />mitigation planning countywide. All cities and townships within the County are participating in this <br />process through active involvement on the Multijurisdictional Hazard Mitigation Planning Committee. <br />6.4 Plan Update <br />The Disaster Mitigation Act of 2000 requires that the Multijurisdictional Hazard Mitigation Plan be <br />updated at least once every five years. The Ramsey County Emergency Management and Homeland <br />Security Director will be responsible for ensuring that this requirement is met. The Ramsey County <br />Emergency Management and Homeland Security Director and the Multijurisdictional Hazard Mitigation <br />Planning Committee will annually review the plan for needed updates. The Multijurisdictional Hazard <br />Mitigation Planning Committee will be involved in this process to ensure all jurisdictions provide input <br />into the planning process. The public will be invited to participate in this process through public hearings. <br />6.5 Plan Maintenance <br /> <br />It is the intention of all documented plan participants to formally adopt the Multijurisdictional Hazard <br />Mitigation Plan after each maintenance revision. Once all participants adopt the changes, the revised plan <br />will be submitted to the Minnesota Homeland Security and Emergency Management and FEMA. The <br />plan will be revised and maintained as required under the guidance of the Multijurisdictional Hazard <br />Mitigation Planning Committee and formally adopted by the Board of Commissioners after each revision. <br /> <br />Public participation will be sought throughout the implementation, evaluation, and maintenance of the <br />hazard mitigation plan. This participation will be sought in a multitude of ways, including but not limited <br />to periodic presentations on the plan’s progress to elected officials, schools, or other community <br />groups; annual questionnaires or surveys; public meetings; and postings on social media and <br />interactive websites. <br />6.6 Incorporation into Existing Planning Mechanisms <br />It will be the responsibility of each participating jurisdiction to determine additional implementation <br />procedures when appropriate. This includes integrating the requirements of the Ramsey County <br />Multijurisdictional Hazard Mitigation Plan into other local planning documents, processes, or <br />mechanisms such as the following: <br />44 CFR Requirement 201.6 (c) (4)(iii) <br />The plan maintenance process shall include a discussion on how the community will continue public <br />participation in the plan maintenance process. <br />44 CFR Requirement 201.6 (c) (5) <br />The plan shall include documentation that the plan has been formally adopted by the governing body <br />of the jurisdiction requesting approval of the plan (e.g., City Council, County commissioner, Tribal <br />Council). For multi-jurisdictional plans, each jurisdiction requesting approval of the plan must <br />document that it has been formally adopted. <br />
