Item No: 7G
Meeting Date: August 13, 2012
Type of Business: Council Business
Administrator Review: ____
City of Mounds View Staff Report

To: Honorable Mayor and City Council
From: Nick DeBar, Public Works Director
Item Title/Subject: Resolution 7979, Approving Playground Equipment Replacement at
Lambert Park

Background/Discussion:
In addition to recent improvements to Lambert Park, city staff suggested that the Parks and
Recreation and Forestry Commission (Commission) consider replacing the playground equipment.
The existing playground is 21 to 22 years old, which is nearing the end of its useful life and
showing signs of needing replacement. The equipment color coating is heavily faded and rust is
developing on various components. In addition, several components have needed to be replaced
in the past several years, which can be quite expensive.

The Commission evaluated the playground equipment at Lambert and Silverview Parks during
their May 2012 parks tour. The Park Improvement Plan and 2012 Budget planned for the
replacement of the playground at Silverview Park in 2012 at an estimated cost of $100,000. The
Commission discussed the pros and cons of delaying the playground replacement at Silverview
Park in favor of Lambert Park at their June and July 2012 meetings, including a proposed
playground layout for Lambert Park. The Commission unanimously recommends delaying the
playground replacement at Silverview Park and, instead, replacing the playground equipment at
Lambert Park this year.

A proposed playground equipment layout was prepared by Minnesota/Wisconsin Playground of
Golden Valley, Minnesota. The layout was reviewed by the Commission at their June and July
meetings, included options for reduction in size. The recommended layout cost is $72,744.67
(includes tax, freight, and $11,608.12 discount). The cost includes furnishing and installing 3
playground units (toddler, age 5-12, and swing set), a concrete border, and engineered wood fiber
media. The proposed layout plan is attached for reference. A large scale rendition will be
available for viewing at the City Council meeting.

Minnesota/Wisconsin Playground is on the national cooperative venture (similar to state
cooperative venture) and has furnished and installed previous playground equipment in Mounds
View in a satisfactory manner.

Recommendation:
Public Works and the Parks Commission recommend that the City Council adopt the attached
resolution to approve playground equipment replacement at Lambert Park for $72,744.67. If
adopted, the planned equipment replacement at Silverview Park will be delayed one year and
occur in 2013.

Respectfully submitted,

Nick DeBar - Public Works Director
