<br />COMMUNITY PROFILE <br />Ramsey County Multijurisdictional Hazard Mitigation Plan | July 2012 2-43 <br /> <br />North Oaks <br />North Oaks is located 10 miles north of Saint Paul in Ramsey <br />County. The area began as a water source for the Saint Paul <br />municipal water system, which maintains water access rights today. <br />It was then bought and turned into the North Oaks Farm by the Hill <br />family, but after the death of Louis Hill in 1950, the land was <br />developed as a residential community. Their vision was to respect <br />the natural environment and in response, they created the North <br />Oaks Home Owners’ Association whose responsibility was to <br />maintain the roads and recreation. North Oaks maintains a <br />trespassing ordinance that makes it an exclusive community for its <br />4,469 residents. <br />North St. Paul <br />Although its name is similar to nearby City of St. Paul, North St. <br />Paul is a distinct city on the far east side of the County. It was <br />founded by Henry Castle in 1870 and pays homage to its founder <br />with streets named after Henry, his wife Margaret, firstborn daughter <br />Helen, and firstborn son Charles. There are currently 11,460 people <br />in the 3.0 square miles of total area. <br />Roseville <br />The City of Roseville is one of two suburbs that are <br />adjacent to both St. Paul and Minneapolis. The City of <br />Roseville is home to several major shopping centers <br />and these are just some of the businesses that make up <br />the extensive commercially zoned land. It is the <br />location of the first Target store; the first Best Buy <br />store; the first Barnes & Noble outside of New York <br />City; and the first McDonald’s and Dairy Queen <br />restaurants in Minnesota. It is one of the larger cities <br />with a total area of 13.8 square miles and a population <br />of 33,660 as of 2010. <br />Shoreview <br />Shoreview is located in the northern part of Ramsey County and has <br />a total population of 25, 043 as of 2010. There are 12.75 square <br />miles of total area in the City of Shoreview, of which 1.5 square <br />miles are water. There are seven lakes in the City, with the largest <br />being Turtle Lake, Snail Lake, Lake Owasso, and Island Lake. Rice <br />Creek also flows through the northwestern portion of the City of <br />Shoreview.
