<br />Section 2 <br />2-44 Ramsey County Multijurisdictional Hazard Mitigation Plan | July 2012 <br />St. Paul <br />St. Paul was originally a trading and transportation center, rising to <br />prominence when it was named the Minnesota Territory capital in <br />1849. It is still the state capital of Minnesota and the second most <br />populous city in the state. St. Paul is on the east bank of the <br />Mississippi River and is adjacent to the state’s largest city, <br />Minneapolis. The city’s population at the 2010 census was 285,068 <br />people, part of the 3.3 million residents that make up the Twin Cities <br />area. It is Ramsey County’s largest city by population and by area <br />(56.2 square miles). In addition to being the state capital, it is also <br />the county seat of Ramsey County. Its outstanding physical <br />characteristic is the convergence of the Mississippi River and <br />Minnesota Rivers, whose ports carry a large portion of the entire state’s gross domestic product. <br />Vadnais Heights <br />Vadnais Heights has a total area of 8.3 square miles and a population <br />of 12,302. The City of Vadnais Heights has grown from a small, <br />agricultural area to a thriving suburban community of the Twin <br />Cities since its incorporation in 1957. Vadnais Lake is located in the <br />City of Vadnais Heights and is an important scenic and natural area <br />that has remained undeveloped. <br /> <br />White Bear Lake <br />White Bear Lake has long been a community that inspires. In <br />1874, Mark Twain included the City of White Bear Lake as the <br />resort in “Life on the Mississippi” and it is rumored that it was the <br />object of writer F. Scott Fitzgerald’s Winter Dreams. The City of <br />White Bear Lake started out as a small agricultural community, but <br />experienced substantial growth between 1950 and 1970, when the <br />population increased 252.4 percent. There are currently. 23,797 <br />people that live in the City, and it has a total area of 8.7 square <br />miles. <br />White Bear Township <br />White Bear Township is the only Township in Ramsey County. It was established in 1858 and since then <br />has decreased in size as the cities of White Bear Lake, Vadnais Heights, Gem Lake, and North Oaks were <br />carved out of the original 36 square miles. It is now only 9.3 square miles and has a population of 10,949 <br />people. Regional parks and open spaces dominate the land of White Bear Township, as do wetlands, <br />floodplains, and upland pools. In more than 150 years, the Township has transcended from a farming <br />community, a resort area, and a freestanding town into a cluster of suburban communities within the <br />Minneapolis-St. Paul metropolitan area. <br />
