<br />Item No: 07G <br />Meeting Date: November 26, 2012 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8025, a Resolution Rescinding Resolution 8018, <br />to Correct a Contribution Error to Marge Norquist’s <br />Retirement Health Savings Plan (RHSP) <br /> <br /> <br />Background/Discussion <br /> <br />On November 13, 2012, the City Council approved Resolution 8018, which approved a sick <br />time payout totaling $4,233.10 to Marge Norquist’s RHSP. This was calculated at 414.40 <br />accrued/unused sick hours times 50% times her hourly rate of $20.43. This was calculated <br />incorrectly. Ms. Norquist is authorized $5,503.02 and not $4,233.10. According to Section <br />3.45 of the Personnel Manual: <br /> <br />Employees who had completed ten years of service by January 1, 2008, qualify for <br />enhanced sick leave payout. Upon separation, qualifying employees shall contribute <br />100% of their eligible sick leave to their RHSP. The enhanced sick leave payout is <br /> equal to 65% of an employee’s sick leave balance. <br /> <br />Ms. Norquist has been employed with the City since 1997. Ms. Norquist should have <br />received $5,503.02, which is calculated at 414.40 accrued/unused sick hours times 65% her <br />hourly salary of $20.43. In order to correct this error, the City must rescind Resolution 8018. <br /> <br />Marge Norquist’s vacation payout is correct on Resolution 8018, which approved a vacation <br />payout totaling $923.03. This is calculated as 45.18 times her hourly rate of $20.43. <br /> <br /> <br />Recommendation <br /> <br />Staff recommends rescinding Resolution 8018, and approving Resolution 8025.
