Steve Menard to the Position of <br />Deputy Police Chief and Officer Tim Wolf to the Position of <br />Sergeant <br />Discussion: <br /> <br />At the October 4, 2010 work session, the Mounds View City Council granted <br />authorization to replace the vacant Deputy Police Chief position and the vacant <br />sergeant position through the Mounds View Police Civil Service Commission promotion <br />process. This process was invoked, and the Mounds View Police Civil Service <br />Commission developed the testing procedures for the position. Per this process, the <br />position of Deputy Chief was posted for internal candidates. Two candidates applied <br />for this position. Three steps were followed for the process of assessing the candidates. <br />The steps were: <br /> <br />1. A review of the candidate’s resume and letter of interest. Conducted and <br />scored by the Chief of Police and Assistant City Administrator. <br /> <br />2. Promotability index. A score based on an index of: past performance, <br />commitment to departmental management philosophy, integrity, dedication <br />and conscientiousness, computer skills, concern for fellow employees, <br />communication skills, and effectiveness in dealing with the public. The <br />Police Chief completed this section. <br /> <br />3. Written and Oral Interview. Conducted by a panel of assessors/ <br />interviewers. The panel consisted of the Mounds View Chief of Police, the <br />Roseville Chief of Police and the St Anthony Chief of Police. The panel <br />members scored the interview and the written portion of the exam. <br /> <br />Based upon the scores of the applicants, the Commission certified the two candidates <br />for the position on January 26, 2011. The names are ranked as follows: <br /> <br />1. Steve Menard <br />2. Kasey Keckeisen <br /> <br />The top candidate for the position is Steve Menard. Chief Kinney has met with Mr. <br />Menard and recommends he be hired to the position. <br /> <br />Pending approval for Sgt. Steve Menard being promoted to the Deputy Chief position, a <br />sergeant position would subsequently become vacant. There is currently an active <br />eligibility list for sergeant certified on December 2, 2010 by the Police Civil Service <br />Commission. As a review, this position was posted for internal candidates which <br />resulted in five total candidates.
