<br />MVPD Promotions Report <br />February 14, 2011 <br />Page 2 <br /> <br />Ben Zender was ranked as the number one candidate and was promoted to sergeant <br />on December 14, 2010. The next name available for the position of sergeant is Officer <br />Tim Wolf. The candidates completed the following steps during the testing process for <br />sergeant: <br /> <br />1. A review of the candidates resume and letter of interest. Conducted and scored <br />by the Chief of Police and Assistant City Administrator. <br /> <br />2. Promotability Index. A score based on an index of: past performance, <br />commitment to departmental management philosophy, integrity, dedication and <br />conscientiousness, computer skills, concern for fellow employees, <br />communication skills and effectiveness in dealing with the public. The Police <br />Chief completed this section. <br /> <br />3. Written and Oral Interview. Conducted by a panel of assessors/interviewers. The <br />panel consisted of a Captain with the White Bear Lake Police Department, a <br />Commander with the Ramsey County Sheriff’s Department and a Detective <br />Sergeant with the Roseville Police Department. The panel members scored the <br />interview and written portion of the exam. <br /> <br />The remaining candidates on the certified eligibility list for sergeant are: <br /> <br />1. Tim Wolf <br />2. Pete Berling <br />3. Keith Demarest <br />4. Darrell Meyer <br /> <br />The top candidate on the list is Tim Wolf. Chief Kinney has met with Officer Wolf and <br />recommends he be promoted to the position of Sergeant. <br /> <br />Recommendation: <br /> <br />Staff seeks council approval to proceed with appointing Steve Menard to the position of <br />Deputy Police Chief, effective March 1, 2011. Consistent with past practice Mr. Menard <br />will start at step 5 wages, (to allow for a pay increase from his current position as <br />Sergeant), which is $39.38/hr. Staff also seeks council approval to appoint Tim Wolf to <br />the position of police sergeant effective March 1, 2011. Tim Wolf would start at the step <br />3 rate of pay ($34.04/hr) per the sergeants LELS labor union contract.
