Mr. Nick DeBar File No. 435-09139-0 <br />City of Mounds View February 23, 2011 <br />2011 SUIP – Area D Page 3 <br />Infiltration Feature Locations <br />Locations for proposed infiltration features in Area D were preliminarily identified in September <br />2010. Based on those locations, affected properties were notified and a public meeting was held <br />on October 10, 2010 to discuss the application of the Stormwater Infiltration Program (SIP) in <br />Area D. Property owners were subsequently given the opportunity for on-site meetings and the <br />full appeal process before the locations for the infiltration features were finalized. <br />Three figures have been included with this letter to show the final proposed locations of <br />infiltration features in Area D. These figures were taken from the permit application submitted to <br />Rice Creek Watershed District on January 14, 2011 are based on the preliminary feature locations <br />identified for the October 10, 2010 SIP Public Meeting. Changes from the preliminary to final <br />locations are summarized below: <br />x A feature was added at 5446 Erickson Road. This feature was not preliminarily <br />identified, but the property owner approached the City and requested one. Upon review <br />in final design, it was determined a feature could be built to accommodate the request. <br />x Other than 5446 Erickson Road, no features are proposed for any residential property not <br />included in the October 10, 2010 SIP Public Meeting. <br />x Approximately twelve features were eliminated during the final design process. Of these, <br />four were removed from St. Stephen Street and three from Raymond Avenue. The <br />reasons for removal were physical constraints determined during final detailed design, <br />such as non-compatible boulevard slopes or insufficient boulevard width. <br />x Two of the preliminarily identified features were appealed – 5486 Erickson Road, and <br />5445 Jackson Drive. Both appeals were denied. The feature at 5486 Erickson Road was <br />retained through final design and is still in the draft construction plans. However, the <br />feature at 5445 Jackson Drive was eliminated during final design. <br />x Two features have been added to the south boulevard of Lambert Avenue, adjacent to <br />the on-street parking area provided for Lambert Park. <br />x A single large feature was preliminarily identified for the island area of existing Pinewood <br />Court. With the reconfiguration of Pinewood Court to a standard cul-de-sac, the single <br />feature was changed to two features, one located on each side of Pinewood Court where <br />it intersects County Road H2. <br />x Six of the features as proposed have a depth of 12-inches. These are the two located on <br />Pinewood Court, the two located along County Road H2 at the south end of Clifton Drive, <br />and the two located at the intersection of Adams Street and Erickson Road where new <br />green space is being created. These locations were chosen for the deeper features due <br />to their likelihood to have less impact on adjacent residential properties. <br />x All other features on the project have a proposed depth of 6-inches from the gutter. <br />x The features as currently proposed on the construction plans meet the Rice Creek <br />Watershed District volume requirements for the project, including the proportional <br />amount of the Spring Creek Regional Pond. <br />x The total number of features proposed on the current construction plans is 45.
