Mr. Nick DeBar File No. 435-09139-0 <br />City of Mounds View February 23, 2011 <br />2011 SUIP – Area D Page 4 <br />Rice Creek Watershed District Permit <br />The permit application for the Area D project was on the agenda for the Rice Creek Watershed <br />District (RCWD) Board meeting of February 23, 2011. The permit application was scheduled to <br />receive conditional approval (CAPROC) at that meeting. The conditions are all standard for an <br />application of this type, and are able to be readily addressed. We will be in contact with RCWD <br />Staff after the meeting to verify CAPROC was granted and to begin addressing the conditions. <br />No difficulties are anticipated in obtaining the final permit prior to the start of construction per <br />the project schedule. <br />State Aid Approval <br />A set of draft construction plans was submitted to the Minnesota Department of Transportation <br />(MnDOT) on February 15, 2011 for review, along with supporting materials. The portion of the <br />project eligible for State Aid construction funding includes Jackson Drive and County Road H2. <br />Review comments are anticipated to be received from MnDOT by March 4, 2011. <br />Once comments from MnDOT are received, the next steps in the State Aid approval process will <br />be to update the plans as necessary, resubmit the updated plans for final review, then obtain the <br />required signatures of the City, County, and MnDOT on the title sheet of the construction plan. <br />Approval from State Aid must be secured before a construction contract can be awarded. No <br />problems are anticipated in obtaining State Aid approval by that date. <br />Other Permits <br />In addition to approvals from RCWD and MnDOT, there are other permits needed as well before <br />construction can begin on the project. These include Ramsey County and the NPDES Stormwater <br />Permit for General Construction Activity. A brief update on the status of each of these permits is <br />given below: <br />x Ramey County: Initial discussions have been held with County Staff. Application <br />materials are currently being prepared for submittal. No delays or significant <br />difficulties are anticipated in obtaining the permit. <br />x NPDES: This permit cannot be applied for until after a construction contract has <br /> been awarded, since the contractor becomes a co-permitee with the City.
