Mr. Nick DeBar File No. 435-09139-0 City of Mounds View February 22, 2011 Area D – Bidding Phase Services Page 2 Scope of Work The engineering activities necessary for a project within the Mounds View Street and Utility Improvement Program can be broken down into three main phases: 1) design of the project; 2) bidding activities to obtain a contractor; and 3) construction. Based on discussion with City Staff, the anticipated engineering activities have been organized into those main phases. Tasks have been defined within each phase to further identify the work. The phases and tasks essentially follow a chronological sequence. An outline of the anticipated phases and tasks for the Area D project is shown in Exhibit A with this letter. The Design Phase engineering services were authorized by City Council on July 12, 2010. The Design Phase is almost complete, and the project is ready to move into the Bidding Phase. The scope of the Bidding Phase would be such to guide the project development from approval of construction documents by the City Council to the consideration for award of a construction contract and execution of the contract if awarded. When award of a construction contract is ready for consideration, the project would go back to the City Council. If the Council is inclined to award a construction contract, the project would proceed into the next phase of activity, the Construction Phase. A separate letter regarding the details of the engineering services in the Construction Phase would be prepared and submitted to the City at that time, for consideration of authorization. The Bidding Phase would overlap with the completion of certain tasks within the Design Phase. Final activities of the Design Phase that would occur during the Bidding Phase include items such as final activities to obtain project permits and agency approvals, and any final work on the construction documents (due to feedback from the City Council, permitting agencies, etc) prior to their distribution to potential bidders. Bidding Phase – Task Description This section will provide a description of each task within the Bidding Phase to assist in understanding of the work to be performed. For those tasks where applicable, it will also identify the deliverable / end result to be achieved by the task. Bidding Phase – Summary List of Tasks 1.Project Management / Administration 2.Meetings / Bid Opening 3.Contractor Questions 4.Addenda 5.Other Task 1: Project Management / Administration x Management of the scope, schedule, and fee of the engineering activities for the Bidding Phase, to ensure they stay within the parameters provided in this letter agreement. If circumstances of the project necessitate, this task would also include identifying situations where deviations must be made, upon mutual agreement. x Management of Bonestroo personnel assigned to the project to ensure work is done efficiently and effectively.
