Resolution 7747, Approving Plans & Specs./Authorizing Advertisement for Bids for 2011 SUIP-Area D <br />February 28, 2011 <br />Page 2 <br />The City Council has taken the following steps, thus far, specifically for the 2011 Street and <br />Utility Improvement Project – Area D: <br />• Preliminary Survey-Area D: Approved September 28, 2009 (Res. 7504); <br />• Authorized Design Phase/Plans & Specs: Adopted July 12, 2010 (Res. 7643); <br />• Authorized Geotechnical/Environmental Evaluations: Adopted Sept. 13, 2010 (Res. 7673); <br />• Pinewood Court Design Configuration: Adopted Sept. 27, 2010 (Res. 7675); <br />• Jackson Drive Design Configuration: Adopted Oct. 25, 2010 (Res. 7693); <br />• Concrete Sidewalk on County Road H2: Adopted Oct. 25, 2010 (Res. 7694); <br />• Denied SIP Appeals/Approved Inf. Basin Locations: Adopted Nov. 18, 2010 (Res. 7702). <br /> <br />In addition to the above, various neighborhood meetings were held to get input from residents <br />regarding non-standard street designs, both as stand-alone meetings and as part of the Street <br />and Utility Committee meetings. One remaining item to finalize is the pavement marking <br />configuration for the bump-out parking at Lambert Park. This will need to be determined by mid- <br />summer. <br /> <br />Discussion: <br />Detailed discussion regarding costs, infiltration feature locations, permits, State Aid approval, <br />and project schedule is included in the attached letter from Bonestroo, the City’s engineering <br />consultant. Also attached is a detailed construction cost estimate, maps showing proposed <br />locations for infiltration features, and select sheets from the construction drawings. The City <br />Council is advised to review the information contained in these documents for project <br />discussion. <br /> <br />Bonestroo has provided the City with a fee estimate of $7,000 (hourly plus reimbursable <br />expenses) to perform engineering services associated with the Bid Phase of the Project. A <br />letter agreement containing a detailed work scope and explanation of these services is attached <br />to this report. Also included in the letter agreement is a proposed amendment to increase the <br />maximum fee estimate for the Design Phase $9,000 from $234,000 to $243,000. This increase <br />is being requested primarily due to an increase in the scope of work that the fee was originally <br />based on. Again, the letter contains a detailed explanation of this scope creep and Mr. Rhein <br />plans to attend the February 28th meeting to answer any questions. <br /> <br />Recommendation: <br />Staff recommends that the City Council adopt Resolution 7747 that will approve the plans and <br />specifications and authorize the advertisement for bids for the 2011 Street and Utility <br />Improvement Project - Area D. If adopted, a bid date of March 31, 2011 will be established to <br />open bids. The resolution will also authorize Bonestroo to provide engineering services <br />associated with the Bid Phase of the project for an estimated maximum amount of $7,000, as <br />well as a $9,000 adjustment in maximum amount associated with the Design Phase.
