Officer Ben Knitter is the assigned officer who provides a multitude of duties which
includes security, enforcement, counseling and overall assistance in maintaining successful
school operations.

For the year 2010, the SRO made the following incident reports: 2 follow-up investigations for
patrol, 1 assist to other agency, 14 disorderly conducts, 2 domestic assaults, 3 assaults, 5
thefts, 1 suspicious person, 1 possession of tobacco, 1 suicidal person, 1 illegal fireworks, 1
assist ambulance, 2 terroristic threats, 1 child abuse, and 1 hit and run car accident. From
those cases, the SRO referred 10 juveniles to the Northwest Youth and Family Services
Diversion Program, petitioned 9 juveniles to the courts, and cited 1 juvenile.

The SRO has performed a number of functions at the school throughout the year which
include assisting with emergency drills, providing security at dances and school sponsored
events, and serving on several Edgewood committees such as the SAIL (special education)
Team, the Building Operations Committee, and the Anti-bullying/Positive Student Behavior
Committee. The SRO regularly deescalated emotionally upset and out-of-control students
and counseled parents, teachers, and students on a great number of law enforcement and
non-law enforcement related topics. During the 2010 year, the SRO attended the MN School
Safety Conference and a 32 hour Crisis Intervention Team Course. The SRO worked towards
developing positive relationships with staff and students, especially at-risk students.

Training Report

All officers must maintain their state issued POST (Peace Officer Standards & Training
Board) license by attending a required number of continuing education hours on an annual
basis. Many courses the officers will attend are mandated each year, such as the use of force
training and the emergency vehicle operations training, which is required every four years.

It is essential that police officers continually stay current with new technologies, procedures,
techniques and of course laws, which do change each year. The classes listed can only
increase the abilities, knowledge and level of professionalism that our officers provide to our
citizens. The following is a list of courses attended by Mounds View Police Staff during 2010:
