RESOLUTION 7771 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />AWARDING A CONSTRUCTION CONTRACT WITH NORTHWEST ASPHALT, INC. <br />AND AUTHORIZING BONESTROO TO PROVIDE ENGINEERING SERVICES FOR <br />THE CONSTRUCTION PHASE OF THE 2011 STREET AND UTILITY IMPROVEMENT <br />PROJECT – AREA D <br /> <br />WHEREAS, the City Council adopted Resolution 7176 on October 22, 2007 <br />establishing the Street and Utility Improvement Program (Program), which includes nine <br />Street and Utility Improvement Projects identified as Areas A through I; and <br />WHEREAS, the City Council adopted Resolution 7504 on September 28, 2009 <br />authorizing preliminary surveying activities for Area D of the Program; and <br />WHEREAS, the City Council adopted Resolution 7643 on July 12, 2010 <br />authorizing Bonestroo to perform engineering services for the design phase for Area D <br />of the Program; and <br />WHEREAS, the City Council adopted Resolution 7673 on September 13, 2010 <br />authorizing Braun Intertec Corporation to perform a preliminary geotechnical and <br />environmental evaluation for the design phase for Area D of the Program; and <br />WHEREAS, the City Council adopted Resolution 7675 on September 13, 2010 <br />approving a non-standard street design configuration for Pinewood Court in Area D of <br />the Program; and <br />WHEREAS, the City Council adopted Resolution 7693 on October 25, 2010 <br />approving a non-standard street design configuration for Jackson Drive in Area D of the <br />Program; and <br />WHEREAS, the City Council adopted Resolution 7694 on October 25, 2010 <br />approving the construction of a concrete sidewalk along County Road H2 between <br />County Road 10 and Jackson Drive in Area D of the Program; and <br />WHEREAS, the City Council adopted Resolution 7702 on November 18, 2010 <br />denying Stormwater Infiltration Program appeals and approving the proposed locations <br />of stormwater infiltration basins in Area D of the Program; and <br />WHEREAS, plans and specifications for the 2011 Street and Utility Improvement <br />Project – Area D (Project) have been prepared in general accordance with the Program <br />standards and all subsequent Resolutions noted above; and <br />WHEREAS, Bonestroo has provided a letter agreement to provide engineering <br />services for the bid phase of the Project for an maximum fee of $7,000 and a proposed <br />amendment not to exceed $9,000 for the design phase of the Project to account for <br />expanded work scope of the Project; and <br />WHEREAS, on February 23, 2011 the Rice Creek Watershed District gave <br />conditional approval (CAPROC) for the Project; and
