Mounds View City Council March 28, 2011 <br />Regular Meeting Page 4 <br /> <br /> Ayes – 5 Nays – 0 Motion carried. 1 <br /> 2 <br />D. Resolution 7757, Approving the Coventry Senior Living of Mounds View 3 <br />Final Plat & Developers Agreement. 4 <br /> 5 <br />Planning Associate Heller indicated Coventry Senior Living presented the City with a Final Plat. 6 <br />She reviewed the plans in detail with the Council and recommended approval of the Final Plat 7 <br />and developer’s agreement. 8 <br /> 9 <br />Mayor Flaherty questioned the timeline for the development and asked if Rice Creek Watershed 10 <br />District had been contacted. Greg Johnson, Coventry Senior Living, stated Rice Creek 11 <br />Watershed District has been contacted along with the County. He noted minor issues were being 12 <br />handled and is hoping the banking crisis was now resolved. Mr. Johnson indicated local lenders 13 <br />were being contacted and a positive response has been received for the development. 14 <br /> 15 <br />Council Member Mueller asked if the development would be managed by Coventry Senior 16 <br />Living or sold to another entity. Mr. Johnson explained his intent was to stay involved in the 17 <br />development and retain ownership. 18 <br /> 19 <br />Council Member Mueller inquired the number of jobs that would be brought to the community. 20 <br />Mr. Johnson estimated three nurses, several chefs, several maintenance staff and 20-30 aids 21 <br />would be needed to run the facility. 22 <br /> 23 <br />Council Member Mueller requested Mr. Johnson review the flow of traffic through the site. Mr. 24 <br />Johnson reviewed the flow of traffic on the plat with the Council, confirming traffic would be in 25 <br />the County Highway 10 side of the property. 26 <br /> 27 <br />Council Member Mueller asked if there would be any fencing or landscaping to the rear of the 28 <br />property. Mr. Johnson stated there would be fencing around the memory care portion of the 29 <br />building. There would not be fencing along O’Connell Drive but the grounds would be nicely 30 <br />landscaped. 31 <br /> 32 <br />Mayor Flaherty questioned if the City was assuming any risk through the Developer’s 33 <br />Agreement. City Attorney Riggs noted he had reviewed the Developer’s Agreement and had no 34 <br />concerns of risk for the City at this time. 35 <br /> 36 <br />Council Member Gunn inquired if the developer has paid their $20,000 guarantee. Planning 37 <br />Associate Heller explained this money would be paid prior to issuance of any building permits. 38 <br /> 39 <br />MOTION/SECOND: Mueller/Hull.
