Mounds View City Council March 28, 2011 <br />Regular Meeting Page 9 <br /> <br />Council Member Stigney requested that the one floating holiday not be paid out to Mr. Roberts 1 <br />within his severance as this was contrary to the revisions made to the Personnel Manual. 2 <br /> 3 <br />Mayor Flaherty indicated he was in favor with Staff’s recommendation. 4 <br /> 5 <br />Council Member Mueller agreed stating it was unfortunate timing of the events on the agenda. 6 <br />She supported the motion as recommended. 7 <br /> 8 <br />Council Member Gunn agreed. 9 <br /> 10 <br />Council Member Stigney indicated that non-payment of floating holidays was a “black and 11 <br />white” issue and he did not want to see a precedence set on the issue. 12 <br /> 13 <br /> Ayes – 4 Nays – 1 (Stigney) Motion carried. 14 <br /> 15 <br />I. Resolution 7764, Approving Purchase of a Used Trailer-Mounted Crack 16 <br />Filling Machine from the City of New Brighton. 17 <br /> 18 <br />Public Works Director DeBar explained that one of the primary functions of the Public Works 19 <br />Department is to pave and preserve the streets. The streets were built to last 50-60 years and 20 <br />throughout this lifetime the City patches, seals, and overlays the roadways. He indicated the City 21 <br />does not currently have a crack filling machine. The City of New Brighton has a unit for sale 22 <br />that is in excellent condition, for $4,275. The Public Works Department was familiar with this 23 <br />piece of equipment, as it has been borrowed from New Brighton in the past. The purchase of this 24 <br />equipment was not in the 2011 budget, but would assist with the street preservation program. He 25 <br />indicated the stump grinder proposed to be purchased for $5,000 this year could be deferred. 26 <br />Staff recommended the Council approve the purchase of the used crack filling machine. 27 <br /> 28 <br />Council Member Mueller questioned how the City would grind stumps this year, if the purchase 29 <br />is delayed. Public Works Director DeBar indicated that piece of equipment could be borrowed 30 <br />from a neighboring community, if needed. He confirmed that the tree removal contract included 31 <br />stump grinding. 32 <br /> 33 <br />Council Member Stigney asked if the City already owned a crack filler. Public Works Director 34 <br />DeBar noted the City had recently purchased a hot-box, which was used for filling pot holes. 35 <br /> 36 <br />Council Member Stigney indicated this was a very good price for the piece of equipment. 37 <br /> 38 <br />MOTION/SECOND: Mueller/Hull.
