State law mandates that any digging completed on public or private property had to 4 <br />contact Gopher State One. Each year the City had over 900 utility line location requests. 5 <br /> 6 <br />Public Works Director DeBar indicated the City’s current piece of equipment was a 21+ year 7 <br />used demo that was recently tested and found to be no longer reliable. The Metrotech utility line 8 <br />locator would greatly assist the City with locating City lines for residents throughout the 9 <br />community. Staff received quotes for the new piece of equipment and the low bid was submitted 10 <br />by Ferguson Waterworks, which was a local company. He noted this purchase was not a 11 <br />budgeted for 2011 and recommended the $3,730 be taken from the Water Enterprise Fund. 12 <br /> 13 <br />Council Member Mueller questioned if there were enough funds within the Water Enterprise 14 <br />Fund to accommodate this purchase. Public Works Director DeBar stated the fund balance would 15 <br />support this purchase. He indicated a plate compactor budgeted for purchase in 2011 could be 16 <br />deferred, if necessary. 17 <br /> 18 <br />Mayor Flaherty commented this equipment was mandated by State law and if the current piece 19 <br />was unreliable, the City needed to replace the utility line locator. 20 <br /> 21 <br />MOTION/SECOND: Flaherty/Mueller. Resolution 7766, Approving the Purchase of a Set of Wheel Loader Tires 27 <br />from GCR Tire Center. 28 <br /> 29 <br />Public Works Director DeBar stated the City owns a K621B wheel loader that was purchased in 30 <br />2003. This piece of equipment assists the Public Works Department with snow removal, street 31 <br />sweeping, stock pile removals, as well as utility and street repairs. The tires on the unit are 32 <br />original and are beginning to show wear. Chains have been used on the tires in the past, but with 33 <br />the new street improvements being completed, City Staff did not want to damage the new 34 <br />roadways. Staff recommends the Council approve the purchase of a set of wheel loader tires 35 <br />from GCR Tire Center in Lakeville, for an amount not to exceed $9,636.60 plus tax. 36 <br /> 37 <br />Public Works Director DeBar stated the item was being brought forward at this time as the tire 38 <br />price was set to increase before summer. The old tires would be used over the summer months 39 <br />and the new tires would be mounted later in the year. He explained this again was not a budgeted 40 <br />item for 2011, but there would be a surplus of $10,000 in the budget from funds not used in the 41 <br />new vehicle purchase. 42 <br /> 43 <br />Council Member Mueller asked if there was any value left in the old set of tires.
