Mounds View City Council March 28, 2011 <br />Regular Meeting Page 14 <br /> <br />Mayor Flaherty agreed with this recommendation stating he would be in favor of reviewing the 1 <br />Resolution. He requested this be a joint meeting with the Streets and Utility Committee 2 <br />members being present. 3 <br /> 4 <br />Council Member Stigney agreed, stating he would also like an opinion from staff and the 5 <br />committee at the work session meeting. 6 <br /> 7 <br />Brian Amundson of 3048 Woodale Drive, asked if the Work Session Meeting would be a joint 8 <br />meeting with the Streets and Utility Committee members. 9 <br /> 10 <br />Mayor Flaherty stated that it would be appropriate to all Street and Utility Committee members 11 <br />present. 12 <br /> 13 <br />B. Reports of Staff. 14 <br /> 15 <br />Public Works Director DeBar noted the Park, Recreation and Forestry Commission was 16 <br />recommending improvements to the Lambert Park building. Funds were set aside within the 17 <br />budget for these improvements. He questioned if the Council was onboard with the replacement 18 <br />of this building as he did not want to proceed with architecture if the Council did not support the 19 <br />improvements. 20 <br /> 21 <br />Council Stigney asked what fund would pay for the improvements. Public Works Director 22 <br />DeBar noted park dedication funds would cover the expenses. 23 <br /> 24 <br />Mayor Flaherty requested further information on the proposed improvements. Public Works 25 <br />Director DeBar reviewed the proposed improvements, noting a concrete slab would be poured 26 <br />and an awning added to the building, to create an outdoor a picnic area. 27 <br /> 28 <br />The Council was supportive of the improvements to Lambert Park. 29 <br /> 30 <br />MOTION/SECOND: Stigney/Gunn. To Extend the Council meeting for 10 minutes. 31 <br /> 32 <br /> Ayes – 5 Nays – 0 Motion carried. 33 <br /> 34 <br />Public Works Director DeBar stated Mustang Drive was in great need of repair and funds were 35 <br />available to cover the improvements. The roadway was originally paved in 1979. He noted the 36 <br />street could be improved through a mill and overlay. Staff would need to address water runoff 37 <br />along this roadway through the improvement process. Public Works Director DeBar questioned 38 <br />if the Council would support geotechnical services along this roadway. After the geotechnical 39 <br />work was completed, Staff would have additional information on how to proceed. 40 <br /> 41 <br />Mayor Flaherty stated he would support staff’s recommendation to improve this roadway as it 42 <br />had a great deal of truck traffic. He suggested Staff review the assessment policy for commercial 43 <br />properties. 44 <br /> 45
