<br /> <br />www.ci.mounds-view.mn.us <br />8 <br /> <br /> <br />A total of 6 juveniles were petitioned to court during this quarter, while only 2 were <br />referred to court during this same period in 2010. Speculation on this rise in incidents <br />has focused on a struggling economy as potentially raising stress levels in family homes <br />resulting in an increase in activity. <br /> <br />To provide a more detailed description of what the school resource officer does, the <br />following information offers this insight: <br /> <br />The SRO assisted with students researching the harmful effects of inhalant abuse, <br />attended administration meetings with the deans, transported suspended students home <br />or to Oak Grove High School, investigated theft of property, used the school security <br />cameras to assist the school with investigating incidents, deescalated students in crisis, <br />counseled students about stealing school property, intervened when students were <br />bullying or harassing each other, assisted parents with custody disputes, provided <br />security and supervision at the school sponsored dances, counseled students about <br />cyber bullying, participated in a focus group for boys dealing with anger, assisted school <br />officials with locker searches, assisted social services with investigating abuse and <br />neglect of students, investigated tips about students using drugs in the community, <br />fielded questions from citizens about restraining orders, responded to misbehavior on the <br />buses, assisted the school with updating their crisis and evacuation procedures, <br />improved visitor check-in security, gave a presentation to a class about becoming a <br />police officer, assisted investigators with cases involving students, counseled students <br />about the use of airsoft guns, and counseled students about tobacco. <br /> <br />SRO Knitter has also completed on-line emergency management courses related to <br />school security and safety matters. <br /> <br />News From the Department <br /> <br />In the continuing efforts to replenish existing vacancies within the police department, a <br />new officer was hired and two internal promotions occurred. The department hired <br />Officer Nathan Garland on March 4th. Officer Garland is currently in the field training <br />program and should complete his training by mid June. Sgt. Steve Menard was <br />promoted to the position of Deputy Chief on March 1st. Deputy Chief Menard is a 15 year <br />veteran of the department and holds a Master’s Degree in Public Safety Administration. <br />Officer Tim Wolf was promoted on March 1st to the position of Sergeant. Sgt. Wolf is a 7 <br />year veteran of the department. <br /> <br />In our continued pledge to maintain adequate street coverage, Deputy Chief Menard will <br />handle patrol response duties during the upcoming months until our new officers are fully <br />trained. Sgt. Wolf’s position is already designated to handle calls for service and traffic <br />enforcement. <br />
