Item No: 7D <br />Meeting Date: May 9, 2011 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 7780, Authorizing TKDA to Perform Design Services <br />and Prepare Contract Documents for the Lambert Park Building <br />Demolition and Construction <br /> <br />Background: <br />The current building at Lambert Park was originally built in the late 1970’s or early 1980’s as a <br />storage garage for various park and public works supplies and equipment. In 1987, the garage <br />was converted into a warming house. The building has outlived its useful life and is now <br />dilapidated and deteriorating (squirrels chewed through the rotten soffit material last year and <br />made a nest inside). In addition, the unit heater used during winter months should not be used <br />and would most likely be “red-tagged” if inspected by a licensed HVAC contractor. The City <br />purchased the heater used in 1987 when it was installed as part of the garage conversion. <br /> <br />The replacement of this building has been planned for some time. In addition to being included <br />on the Capital Improvement Program over the past few years, the Parks and Recreation and <br />Forestry Commission (Commission) has been discussing this project at most of their monthly <br />meetings since October 2009. The Commission met with the Council at a joint meeting during <br />the November 2010 work session at which time the Council gave direction to continue moving <br />forward with the replacement. Costs are proposed to be funded entirely from the Park <br />Dedication Fund. <br /> <br />Discussion: <br />The Commission made a recommendation (6-0) on April 28, 2011 to hire an architectural <br />consultant to perform professional design services and prepare plans and specifications for use <br />in obtaining bids and constructing the new building. The proposed building design will mimic the <br />basic design of the last park building constructed at Groveland Park in 2005, which mimicked <br />the basic design of the Hillview Park building constructed in 2001. Keeping the overall design <br />and style similar between these buildings will not only keep design costs down, but will help with <br />maintenance and repair activities and provide a cohesive feel to the various parks containing <br />these buildings. <br /> <br />TKDA, an engineering/architectural firm located in St. Paul, designed and prepared plans and <br />specifications for both buildings at Groveland and Hillview Parks. TKDA has submitted an <br />hourly rate fee proposal not to exceed $24,200 to perform the professional design services <br />(architectural and mechanical, electrical, and structural engineering) and plan/specification <br />preparation. City staff will perform the site/civil design and prepare plans/specifications in- <br />house for use in bidding and construction. The site/civil portion of the project requires the most <br />attention since each building location site is different. This will save approximately $7,500 to <br />$10,000 in consulting fees alone for the design phase of the project. A topographic survey of <br />the park was performed last year and will be used for site/civil design work. <br /> <br />There are several tweaks to the Groveland plans that are being considered for Lambert Park <br />including: enlarge covered concrete patio/picnic area and face toward park; extend dormer to <br />create covered concrete entrance on street side; enlarge windows and install impact resistive <br />glazing; install steel roof; and modifying several interior finishes.
