Res. 7770 Authorizing TKDA to Perform Design Services & Prepare Plans for Lambert Park Building
Page 2
considered to enhance the appeal for renting. However, none of these possible tweaks will
change the “bricks and mortar” or interior layout of the Groveland plans. If these changes did,
then the consultant fee would be more due to the increased design effort and redoing of
calculations.

The following is a general scope of services that TKDA will provide:

• Meet with the City to review the Project scope and receive input for minor revisions envisioned
to the Groveland Park shelter plans that will be incorporated into the proposed Lambert Park
shelter.
• Prepare proposed building plan layout.
• Meet with the City to review layouts.
• Prepare final plan layouts incorporating review comments.
• Prepare construction drawings and specifications manual (Contract Documents).
• Send application to Minnesota Department of Labor for Plumbing Review.
• Provide the City with one electronic copy and three hard copy sets of the Contract Documents
for use in obtaining bids for the construction.

Construction is estimated to be upwards of $300,000 and a detailed construction estimate will
be prepared by TKDA as part of their services. A public bid is required since the cost will
exceed $100,000. Bidding is anticipated to occur in June with construction expected to start
sometime in July. A three-month construction schedule is expected, but weather and many
other factors can influence this. The main deadline is to have the building complete by the
beginning of December to use with ice-skating and hockey activities.

The 2011 Budget includes $260,000 for the Lambert Park building construction. There was also
$30,000 budgeted for 2010 for design of the building that was not used. All monies for the
project is proposed to be funded by the Park Dedication Fund (251-4470-7050).

Recommendation:
Staff recommends that the City Council consider adopting the attached resolution. Doing so will
authorize moving ahead with the Lambert Park building demolition and construction for 2011.

Respectfully submitted,

Nick DeBar - Public Works Director

Attachments:
Resolution 7780
