<br />Item 08B <br />May 23, 2011 City Council Meeting <br />Page 2 <br /> <br /> <br /> <br /> Provide personal protective equipment (PPS), such as gloves, gowns, eye protection, <br />and masks. The City is required to clean, repair and replace this equipment as needed. <br />Maintenance, repair and replacement cannot be at the cost of the employee. <br /> <br /> Make available hepatitis B vaccinations to all workers with occupational exposure. This <br />vaccination must be offered after the employee has received the required bloodborne <br />pathogens training at no cost to the employee. Currently all Mounds View Police Officers, <br />Sergeants, PSO, Police Chief and Deputy Chief have been offered this vaccine. However, it <br />has come to Staff’s attention that the Public Works Department is required to be offered this <br />vaccine as well under the OSHA regulation. If an employee refuses the vaccine, then the <br />employee would be required to sign a waiver of vaccination. This vaccine is normally covered <br />under the employee’s medical plan (i.e. PPO or HSA plan). If a covered employee does not <br />have a medical plan that covers this vaccine, then the City would be responsible for the cost of <br />this vaccine in accordance with OSHA Regulation 29 CFR 1910.1030. <br /> <br /> Make available post-exposure evaluation and follow-up to any occupational exposed <br />worker who experiences an exposure incident. An exposure incident is a specific eye, <br />mouth, other mucous membrane, non-intact skin, or parenteral contract with blood or other <br />potentially infectious materials. This evaluation must be at no cost to the employee and <br />includes documenting the route(s) of exposure and the circumstances. The healthcare <br />professional will provide a limited written opinion to the employer and all diagnoses must <br />remain confidential. <br /> <br /> Use of labels and signs to communicate hazards. Warning labels must be placed on <br />containers of regulated waste; containers of contaminated reusable sharps, containers of <br />contaminated reusable sharps, refrigerators and freezers containing blood, to name a few. <br /> <br /> Provide information and training to employees. The City must ensure that all City <br />employees receive regular training that covers all elements of this policy including, but not <br />limited to: information on bloodborne and diseases, methods used to control occupational <br />exposure, hepatitis B vaccine, and medical evaluation and post-exposure follow-up <br />procedures. This training must be completed at initial hire, and then annually thereafter. The <br />Safety Committee is working with the League of Minnesota Cities to develop a training plan for <br />this policy. <br /> <br /> Maintain worker medical and training records. The City must also maintain medical and <br />training records. <br /> <br /> <br />Recommendation: <br /> <br />Attached are Resolution 7783 and the Bloodborne Pathogen Policy. Staff recommends approval of <br />this policy.
