Mounds View City Council April 11, 2011 <br />Regular Meeting Page 4 <br /> <br />safety given the current budget constraints and encouraged the Council to approve the new hire to 1 <br />allow the department to maintain its proper staffing level. 2 <br /> 3 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 7767, 4 <br />Approving the Hire of Andrew Olson to the Position of Police Officer to the Mounds View 5 <br />Police Department. 6 <br /> 7 <br />Council Member Stigney noted Andrew Olson appeared to be a great candidate for the Police 8 <br />Officer position. However, he encouraged each department head within the City to further 9 <br />evaluate the structure of their department to create greater staffing efficiencies rather than just 10 <br />rehiring open positions. This would greatly assist given the current budget constraints. 11 <br /> 12 <br /> Ayes – 4 Nays – 1 (Stigney) Motion carried. 13 <br /> 14 <br />C. Resolution 7770, Authorizing the Advertisement for the Engineering/GIS 15 <br />Intern. 16 <br /> 17 <br />Public Works Director DeBar stated in June of 2006 the Public Works Department hired an 18 <br />engineering intern in lieu of a seasonal position. This hire was in response to the upcoming City 19 <br />capital improvement projects. The position was adjusted last February to include GIS duties to 20 <br />greater assist the City on a part-time basis. He explained the intern was a cost effective way for 21 <br />the City to complete GIS tasks without needing to hire an outside consultant. 22 <br /> 23 <br />Public Works Director DeBar noted the position was fully funded by the Water and Sanitary 24 <br />Sewer Enterprise Fund. He understood there were no guarantees the position would continue 25 <br />beyond the 1-3 year term. He explained the current intern, Kevin Cook, has resigned his 26 <br />position. Staff requested the Council authorize advertisement for another engineering/GIS intern. 27 <br />The position would greatly assist the Public Works Department with the unfunded mandate for a 28 <br />traffic sign inventory, evaluation and plan. 29 <br /> 30 <br />Mayor Flaherty questioned when the GIS mapping for the City would be complete. Public 31 <br />Works Director DeBar explained this was an ongoing process that allowed the maps to be stored 32 <br />in electronic databases for the City. 33 <br /> 34 <br />Mayor Flaherty suggested the City collaborate with the City of New Brighton on the sign 35 <br />inventory as they had purchased a new piece of equipment to create signs. 36 <br /> 37 <br />Council Member Mueller indicated the previous intern did great work on behalf of the City. She 38 <br />questioned if the unfunded mandate allowed the intern to be paid through the Water and Sanitary 39 <br />Sewer Enterprise Fund. Public Works Director DeBar explained this was the case. 40 <br /> 41 <br />Council Member Mueller asked if the intern was affordable given the fact the City would be 42 <br />refurbishing the water tower and completing Area D this summer. Public Works Director DeBar 43 <br />indicated this was not a new position, but rather filling a current vacancy and was budgeted for 44 <br />2011. 45
