Car Show Trophy Presentation – Carol Mueller 3 <br /> 4 <br />Council Member Mueller discussed the success of the car show in detail. Trophy winners who 5 <br />left the Festival prior to the trophy presentation were invited to this council meeting to review 6 <br />them. She presented trophies to the top car owners and thanked each winner for participating in 7 <br />the Festival in the Park Car Show. 8 <br /> 9 <br />7. COUNCIL BUSINESS 10 <br />A. Public Hearing 7:05 p.m. to Consider Resolution 7826, an On-Sale 11 <br />Intoxicating Liquor License and Restaurant License for El Loro Mexican 12 <br />Restaurant located at 2535 County Highway 10 in Mounds View. 13 <br /> 14 <br />Assistant City Administrator Crane stated that in accordance with City Code the Council would 15 <br />need to hold a public hearing to consider an on-sale intoxicating liquor license for El Loro 16 <br />Mexican Restaurant located at 2535 County Highway 10. She explained that El Loro has 17 <br />submitted all the necessary paperwork, paid all fees and all property taxes have been paid in full. 18 <br />A satisfactory background check has been received. Staff recommended approval of the on-sale 19 <br />intoxicating liquor license and restaurant license for El Loro Mexican Restaurant contingent on a 20 <br />satisfactory fire inspection. 21 <br /> 22 <br />Mayor Flaherty opened the public hearing at 7:17 p.m. 23 <br /> 24 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:17 p.m. 25 <br /> 26 <br />Mayor Flaherty questioned if El Loro was a chain restaurant. Rueben Arellano, owner of El Loro 27 <br />Mexican Restaurant, explained that this was a family owned and operated restaurant. He 28 <br />indicated the Mounds View location would be the family’s fourth restaurant. He anticipated the 29 <br />site would be remodeled and ready for business in mid-October. 30 <br /> 31 <br />Council Member Mueller questioned how many people the restaurant would seat. Mr. Arellano 32 <br />estimated 100-110 patrons could be seated in the restaurant. 33 <br /> 34 <br />Council Member Gunn welcomed El Loro to the City of Mounds View. 35 <br /> 36 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7826, an On-37 <br />Sale Intoxicating Liquor and Restaurant License for El Loro Mexican Restaurant located at 2535 38 <br />County Highway 10 in Mounds View, contingent on a satisfactory fire inspection. 39 <br /> 40 <br /> Ayes – 5 Nays – 0 Motion carried. 41 <br /> 42 <br />B.
