Mounds View City Council September 12, 2011 <br />Regular Meeting Page 9 <br /> <br /> I. First Reading and Introduction of Ordinance 860, an Ordinance Revising 1 <br />Title 1200 of the Mounds View City Code relating to Subdivisions of Land. 2 <br /> 3 <br />City Administrator Ericson stated this was the first reading and introduction of Ordinance 860, an 4 <br />Ordinance revising subdivision regulations in the City of Mounds View. The City Attorney had 5 <br />reviewed Title 1200 of City Code and language changes were made to ensure that the language 6 <br />was in compliance with State Statute. The planning fees were going to be revised to ensure City 7 <br />costs were being covered. Staff recommends the Council approve the first reading and introduce 8 <br />Ordinance 860. 9 <br /> 10 <br />MOTION/SECOND: Mueller/Hull. To Waive the First Reading and Introduce Ordinance 860, 11 <br />an Ordinance Revising Title 1200 of the Mounds View City Code relating to Subdivisions of 12 <br />Land. 13 <br /> 14 <br /> Ayes – 5 Nays – 0 Motion carried. 15 <br /> 16 <br />D. Resolution 7821, a Resolution in Support of a Proposed Vikings Stadium in 17 <br />Arden Hills (continued). 18 <br /> 19 <br />MOTION/SECOND: Mueller/Gunn. To remove Resolution 7821 from the table for further 20 <br />discussion. 21 <br /> 22 <br /> Ayes – 4 Nays – 1 (Stigney) Motion carried. 23 <br /> 24 <br />City Administrator Ericson read the revised Resolution of Support in full for the Council. 25 <br /> 26 <br />Council Member Gunn suggested any reference to the sales tax be removed from the Resolution. 27 <br /> 28 <br />Council Member Mueller was in favor of leaving the language as is. 29 <br /> 30 <br />Council Member Hull questioned how the Council would proceed if the .5% sales tax rate were 31 <br />approved. 32 <br /> 33 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7821, a 34 <br />Revised Resolution in Support of a Proposed Vikings Stadium in Arden Hills. 35 <br /> 36 <br />Council Member Hull indicated he would not support the Resolution as the silent majority 37 <br />opposed how the stadium would be funded. The State was in no position to fund a stadium at 38 <br />this time. 39 <br /> 40 <br />Council Member Stigney felt the changes were a step in the right direction but he felt there was 41 <br />still not enough information available from Ramsey County to proceed with this Resolution. He 42 <br />recommended the Council support the Ramsey County Charter and have the sales tax issue go to 43 <br />a referendum. 44 <br /> 45
