Mounds View City Council September 12, 2011 <br />Regular Meeting Page 10 <br /> <br />Mayor Flaherty explained the Resolution would make the County aware of the City’s concerns 1 <br />with the proposed development. He supported the construction of a stadium based on the items 2 <br />spelled out within the Resolution. 3 <br /> 4 <br />Council Member Stigney questioned why Ramsey County had not passed a Resolution of 5 <br />Support for the stadium, when it was being requested from neighboring cities. 6 <br /> 7 <br /> Ayes – 3 Nays – 2 (Hull and Stigney) Motion carried. 8 <br /> 9 <br />Council Member Stigney indicated he would like the Resolution to show that he did not support 10 <br />the Resolution 7821. 11 <br /> 12 <br />Council Member Gunn stated this has not been the practice of the Council in the past. 13 <br /> 14 <br />Mayor Flaherty explained the Council acted as a body and he was not aware of this request being 15 <br />granted. 16 <br /> 17 <br />City Administrator Ericson stated the actions of the Council would be well reflected within the 18 <br />minutes. He stated the individual making the motion and second would also be clear. 19 <br /> 20 <br />Council Member Stigney requested a roll call vote be taken on the Resolution to allow his vote to 21 <br />be reflected on the Resolution. 22 <br /> 23 <br />Council Member Mueller indicated the Council was moving forward with a consensus on the 24 <br />Resolution of Support. She did not see a need to revote on this issue. 25 <br /> 26 <br />Council Member Gunn did not oppose the revote. 27 <br /> 28 <br />Council Member Mueller agreed stating she was proud of the Resolution and the voice it would 29 <br />be giving the City of Mounds View. 30 <br /> 31 <br />Council Member Hull did not support the revote. 32 <br /> 33 <br />Mayor Flaherty was not in favor of the revote either. 34 <br /> 35 <br />MOTION/SECOND: Stigney/Mueller. To Reconsider the Motion for Resolution 7821 and that 36 <br />the Vote be Clearly Specified on the Resolution. 37 <br /> 38 <br />Council Member Stigney indicated he wanted his vote to be clear to the County Board. He felt 39 <br />this coincided with the openness in government. 40 <br /> 41 <br />Council Member Mueller reiterated that the Council moved forward on consensus and did not 42 <br />feel it was necessary to provide this information on the Resolution. The vote was public 43 <br />information. She encouraged Council Member Stigney to allow the Council to move forward as 44 <br />a consensus was reached. 45
