Mounds View City Council October 10, 2011 <br />Regular Meeting Page 2 <br /> <br /> <br /> 1 <br />Sheriff Bostrom indicated he was excited about being the Sheriff and the great things happening 2 <br />within the County. He indicated the County had great leaders within each of its Police 3 <br />Department, which greatly benefited the community and his department. He explained the 4 <br />regional response available to the public was growing through knowledge and training. He again 5 <br />thanked the Council for opportunity to be present this evening and asked for questions or 6 <br />comments. 7 <br /> 8 <br />Mayor Flaherty thanked Sheriff Bostrom for being present this evening. He stated the visibility 9 <br />of the County within the City of Mounds View benefited the community. 10 <br /> 11 <br />Mayor Flaherty questioned how many canine units Ramsey County had. Sheriff Bostrom 12 <br />indicated the County had eight canine units and each was a tremendous tool for the department. 13 <br />He felt the value added to the City’s department would be great through the addition of a canine. 14 <br />The canine unit would serve the community well. 15 <br /> 16 <br />Council Member Mueller thanked Sheriff Bostrom for his display at the Festival in the Park. She 17 <br />appreciated the County’s support at the event. 18 <br /> 19 <br />Council Member Stigney questioned if the new policy manual could be viewed by the general 20 <br />public. Sheriff Bostrom stated this information was available upon request and he could forward 21 <br />the information to the Council. 22 <br /> 23 <br />7. COUNCIL BUSINESS 24 <br />A. 7:05 p.m. Public Hearing to Consider Resolution 7832, Adopting a Special 25 <br />Assessment Levy for Delinquent Public Utility Accounts. 26 <br /> 27 <br />Finance Director Beer stated delinquent utility accounts are assessed in the fall of each year. He 28 <br />stated letters were sent to property owners in September. A $35.00 fee was added to the assessed 29 <br />expense. He noted several residents had paid their accounts in full last Friday. Any delinquent 30 <br />party could pay their account in full from now until November to avoid the expense being 31 <br />assessed to their property and accruing interest. 32 <br /> 33 <br />Mayor Flaherty opened the public hearing at 7:25 p.m. 34 <br /> 35 <br />Herbs Zwirn, 7660 Greenfield Avenue, objected to the special assessment being levied on his 36 <br />property for delinquent public utilities. He stated the meter reader at his father’s property was in 37 <br />need of reinstallation which he tried to arrange with City staff. This installation created a great 38 <br />deal of trouble but he continued to pay his bills on time. 39 <br /> 40 <br />Mr. Zwirn explained that after the new meter reader was installed he received a bill for over $400 41 <br />for past services. He called the City to review the matter and no resolution has been found. He 42 <br />felt the charges were unfounded and requested the Council not assess the amount to his property 43 <br />until the matter could be resolved. 44
