Mounds View City Council October 10, 2011 <br />Regular Meeting Page 3 <br /> <br /> <br /> 1 <br />Mayor Flaherty questioned how the matter should proceed. City Administrator Ericson indicated 2 <br />the meter could be read manually to assess if the meter was working properly. He was unaware 3 <br />of the circumstances on this matter and suggested Public Works Director DeBar could speak to 4 <br />the matter further. 5 <br /> 6 <br />Public Works Director DeBar commented if there was a malfunction with a meter, no signal was 7 <br />sent for the reading. This would show up on the meter reading report. The battery within the 8 <br />meter would then need to be replaced. 9 <br /> 10 <br />Finance Director Beer stated an estimate had been done on the account and it could have been 11 <br />low, which would make for a higher quarterly bill. 12 <br /> 13 <br />Mayor Flaherty requested Staff to look further into the matter. 14 <br /> 15 <br />Hearing no additional public input, Mayor Flaherty closed the public hearing at 7:36 p.m. 16 <br /> 17 <br />Council Member Mueller commented the number of delinquent utility payments had increased as 18 <br />has the number of vacancies and foreclosures within the City. She stated if the properties were 19 <br />sold or acquired, the City had a chance of regaining these expenses. She recommended Mr. 20 <br />Zwirn’s assessment be removed until there was further resolution with City Staff. 21 <br /> 22 <br />City Attorney Riggs commented that the City had not received any written objections to date and 23 <br />recommended the Council approve the special assessment levies as presented. 24 <br /> 25 <br />Mayor Flaherty agreed with Counsel and requested that Staff resolve the issue with Mr. Zwirn. 26 <br /> 27 <br />MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Adopt Resolution 7832, 28 <br />Adoption a Special Assessment Levy for Delinquent Public Utility Accounts. 29 <br /> 30 <br /> Ayes – 5 Nays – 0 Motion carried. 31 <br /> 32 <br />B. 7:10 p.m. Public Hearing to Consider Resolution 7833, Adopting a Special 33 <br />Assessment Levy for Unpaid Diseased Tree, False Alarm, and Nuisance 34 <br />Abatement Charges. 35 <br /> 36 <br />Finance Director Beer explained that Staff was recommending the Council adopt a special 37 <br />assessment levy for unpaid delinquent charges for diseased tree, false alarm and nuisance 38 <br />abatement charges. He noted the diseased tree assessments would be spread out over three years 39 <br />while the other assessments would be collected in one year. 40 <br /> 41 <br />Mayor Flaherty opened the public hearing at 7:41 p.m. 42 <br /> 43 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:41 p.m. 44
