Mounds View City Council November 14, 2011 <br />Regular Meeting Page 2 <br /> <br />Mayor Flaherty opened the public hearing at 7:01 p.m. 1 <br /> 2 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:01 p.m. 3 <br /> 4 <br />Council Member Mueller questioned if the Council needed to wait several minutes to assure 5 <br />there were no public comments, due to the fact the public hearing was set for 7:05 p.m. City 6 <br />Administrator Ericson indicated the clocks in the Council Chambers were several minutes slow. 7 <br />He noted the Council could proceed. 8 <br /> 9 <br />Mayor Flaherty thanked the YMCA committee for reviewing the proposed rates for the 10 <br />Community Center. 11 <br /> 12 <br />Council Member Mueller was pleased with the rental rates at the Community Center along with 13 <br />the caterer. 14 <br /> 15 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 7850, a 16 <br />Resolution Adopting the 2012 Fee Schedule. 17 <br /> 18 <br /> Ayes – 5 Nays – 0 Motion carried. 19 <br /> 20 <br />D. Resolution 7854, Re-approving the Coventry Senior Living Final Plat. 21 <br /> 22 <br />Planning Associate Heller indicated this item was before the Council for re-approval given the 23 <br />fact Coventry Senior Living has not yet begun construction. She indicated the developers have 24 <br />continued to seek financing and construction was planned to begin early in 2012. 25 <br /> 26 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7854, Re-27 <br />approving the Coventry Senior Living Final Plat. 28 <br /> 29 <br /> Ayes – 5 Nays – 0 Motion carried. 30 <br /> 31 <br /> B. 7:10 p.m. Public Hearing, First Reading on Ordinance 865, an Ordinance 32 <br />Regulating the Possession, Sale and Consumption of Tobacco and Tobacco 33 <br />Related Devices and Products within the City of Mounds View. 34 <br /> 35 <br />City Administrator Ericson stated in May of this year the Council set a moratorium on tobacco 36 <br />licenses to allow the City time to review its Ordinance. The City worked with the Ramsey 37 <br />Tobacco Coalition to review the licensing process. The revisions were discussed by the Council 38 <br />in a work session meeting in October. 39 <br /> 40 <br />City Administrator Ericson reviewed the Ordinance amendments with the Council in detail. He 41 <br />noted no new tobacco establishments would be allowed within 1,000 feet of a park, church or 42 <br />school. Existing establishments would be allowed to remain. He indicated sampling of tobacco 43 <br />would continue in existing establishments. After discussing all of the revisions, Staff 44 <br />recommended the Council introduce Ordinance 865. 45
