Resolution 7535 Adopting the 2010 Budgets for All Funds. 2 <br /> 3 <br />Finance Director Beer presented staff’s recommendation to adopt the resolution and noted the 4 <br />summary for all funds. Council Member Mueller questioned the cost paid for engineering 5 <br />consultants this year for the City’s street and trails projects. Finance Director Beer stated that 6 <br />based on general assumptions, it is 20-25% of construction costs. 7 <br /> 8 <br />MOTION/SECOND: Flaherty/Mueller. To Waive the Reading and Adopt Resolution 7535, 9 <br />Adopting the 2010 Budgets for All Funds. 10 <br /> 11 <br />Council Member Stigney stated this Resolution is for funds outside the General Fund, noting that 12 <br />62% of the General Fund budget was for personnel. He stated the 2010 budget includes the 13 <br />hiring of two employees and pointed out that police costs in Mounds View are $169 per capita, 14 <br />higher than New Brighton and 30 other cities. 15 <br /> 16 <br />Council Member Gunn stated a few years ago, the community voted to hire officers and every 17 <br />resident survey has ranked safety of the community as number one. She noted the Police 18 <br />Department does a fantastic job and is probably the most important department the City has. 19 <br /> 20 <br />Council Member Stigney stated he is not against safety but felt the City needed to maintain safety 21 <br />or improve it at less cost. He questioned whether the referendum results would be the same if 22 <br />taken today. 23 <br /> 24 <br /> Ayes – 4 Nays – 1 (Stigney) Motion carried. 25 <br /> 26 <br />C. 7:15 p.m. Public Hearing to Consider Possible Suspension or Revocation of 27 <br />Liquor License for Moe’s, held by JWM Investments, Inc. 28 <br /> 29 <br />Clerk-Administrator Ericson presented the past consideration of Moe’s liquor license and 30 <br />advised that since Moe’s has paid the State liquor tax delinquency, which was verified by staff, 31 <br />and payment was made to Ramsey County toward the property tax delinquency, the City 32 <br />Attorney has recommended the public hearing not be held at this time. Clerk-Administrator 33 <br />Ericson stated this item is informational so no action is required. 34 <br /> 35 <br />D. Resolution 7532, Approving a Lot Combination of Two Vacant Parcels on 36 <br />the Northeast Corner of County Road H and Greenwood Drive, Planning 37 <br />Case LC09-001. 38 <br /> 39 <br />Planning Associate Heller presented the recommendation of staff and the Planning Commission 40 <br />to approve a simple lot combination of two vacant parcels located on the northeast corner of 41 <br />Greenwood Drive and County Road H, which are owned by Steve Ordahl. The request is being 42 <br />made because the Ordahl home was sold in February of 2008 and they now want to sell the 43 <br />vacant parcel. It was noted last year’s approval of a similar subdivision for this property had 44 <br />expired. At that approval, the Council had decided to not require a 5% park dedication fee but to 45
