The assumption was that by submitting two grant applications <br /> for the same project, under two grant divisions, chances that the project would be <br /> awarded would increase. With the approval of the City Council, both grant applications <br /> were submitted in 1994 for construction of a pedestrian bridge over Highway 10. Part ► <br /> of the grant proposals included the commitment of the City of Mounds View to fund • <br /> the 20 percent match of project costs. In addition, the City of Mounds View would be <br /> • required to provide funding for design and inspection services. Upon adoption of <br /> Resolution #4530 and #4531, the grant proposals were submitted. <br /> In February of 1995, the City of Mounds View ew was notified that the TEP • <br /> (Transportation Enhancement) ISTEA grant for the construction of a pedestrian bridge <br /> across Highway 10 was awarded, with Federal funding of $480,000 of the estimated <br /> $600,000 pedestrian bridge cost. The award stipulated that the project begin in 1996 <br /> and be completed by the end of 1997. <br /> Along with Federal funding comes scores of paperwork compliance regulations. <br /> Required in this ISTEA process is a memorandum which outlines the design and <br /> materials used for the construction of the bridge. Other details such as the timeline for <br /> required procedures, measurements, outline of compliance to federal and state <br /> regulations, and other details are also required in this memorandum. The <br /> memorandum follows the design phase of the project and can take 3-4 months including <br /> community input and meetings. Once the design is determined, the memorandum can <br /> be completed. The State reviews it and then sends it to Washington D. C. for <br /> additional review. Federal review takes up to 4-5 months or longer.
