A number of issues <br /> were raised with respect to this project, which are noted in the discussion section of this report, <br /> and the discussion was continued to this meeting on February 24. It is our understanding that City <br /> Council intends to reach a conclusion at the February 24 meeting on how to proceed with this <br /> project. <br /> Discussion: <br /> The issues mentioned at the February 10 meeting are noted below. In addition,Mayor McCarty <br /> • has provided a memorandum to the City Council and the Clerk Administrator with a series of <br /> questions (see Attachment 1). The issues raised by these questions are included in the list below <br /> as well. The questions have been grouped by topic. <br /> Public Notice and Participation <br /> • What was extent of written record for and scope of meetings held on the pedestrian bridge, <br /> in particular before Resolution 4843 passed which established sources of funding for local <br /> share? <br /> • Were there any other special purpose committees in addition to Trailways Advocacy Group <br /> involved in project? <br /> • Were there any"pre-decision"pedestrian bridge meetings noticed as broad based public <br /> hearings, in keeping with the spirit and intent of Section 8.04 Subd. 2 of the City Charter? <br /> Written Record and Scope of Meetings: Staff has assembled a chronology of the events <br /> associated with the pedestrian bridge, beginning with the adoption of Resolution No. 4227 <br /> establishing a Comprehensive Trailways System Policy on May 11, 1992 and continuing to now. <br /> Most of the events occur in 1994-1996. This chronology is listed in Appendix A. Every effort <br /> was made to make sure it was complete, but we did have time constraints in doing the research. <br /> The chronology lists worksession and meetings, with the topics discussed, resolutions and <br /> motions passed, and news articles which appeared in the local and metropolitan newspapers. <br /> Appendix E includes copies of all the staff reports, resolutions and minutes from the meetings <br /> referred to in the chronology. No minutes are kept for worksessions. We were not able to do an <br /> 1110 extensive analysis of what this list represents in terms of public notice and participation. We <br /> assume that all regular meetings of the City Council were noticed in accordance with the Open <br />
