• <br /> City of Mounds View Staff Report <br /> Highway 10 Pedestrian Bridge <br /> February 22, 1997 <br /> Page 2 <br /> Meeting Law, and that they were televised. Agendas were prepared for both regular meetings <br /> and worksessions. We do not know if a specific newspaper advertisement was done for any of <br /> the meetings. <br /> In March, 1994 when the grant application was submitted, the City received nine letters endorsing <br /> supporting the project. Supporters included the Park&Recreation Commission, Planning <br /> Commission, Wildwood Manor, Scotland Green, Edgewood Middle School, Minnesota State <br /> Patrol, Mounds View Police Chief, Dick Wedell (Ramsey County Commissioner), and the <br /> Ramsey County Public Works Department. <br /> Between March 14, 1994, when expenditures were authorized for preparing the grant request, <br /> and November 13, 1995, when a decision was made on how to fund the local share, there were: <br /> • five regular City Council meetings and two worksessions where the pedestrian bridge or <br /> related matters were on the agenda <br /> • seven news articles in either the New Brighton Bulletin, the Focus or St. Paul Pioneer <br /> Press <br /> • thirteen letters received, signed by 46 people, favorable to the pedestrian bridge. Of these, <br /> 23 were seniors at Wildwood Manor, 10 were other citizens, six were Parks&Recreation <br /> commissioners, five were Planning Commissioners, and there was one letter each from <br /> Edgewood Middle School and Mounds View Square Shopping Center. <br /> •411 letter received in opposition to the bridge and one letter requesting more information <br /> • five citizens who spoke opposed to the bridge, one person in favor, and one person <br /> offering information at the City Council meeting on 10/23/95 when the pedestrian bridge <br /> was discussed as part of budget discussions <br /> Between November 13, 1995 and now, there were: <br /> • eight regular City Council meetings and three worksession were the pedestrian bridge or <br /> related matters were on the agenda <br /> • five news articles and a letter to the editor <br /> • twenty three letters received, signed by 29 people, favorable to the pedestrian bridge. Of <br /> these, 2 were citizens, 5 were Planning Commissioners, 3 were Economic Development <br /> Commissioners, 18 were students at Pinewood Elementary, and one was from the Ramsey <br /> County Library <br /> • two people who spoke in favor of the bridge, one who spoke against, one who wanted <br /> information on costs, and one who was opposed to the process being used to decide <br /> funding at the City Council meeting on 11/27/95 when the pedestrian bridge was discussed <br /> under citizen comments <br /> • We hope to have the count of how many citizens spoke for and against the bridge at the <br /> recent meeting on 2/10/97 for your meeting on 2/24/97. <br /> • two phone calls have been received in Community Development from citizens favorable to <br /> the bridge, and one unfavorable, since this issue has been on the agenda in 2/97. <br />
