City of Mounds View Staff Report <br /> Ordinance 595: Day Care Centers <br /> February 21, 1997 <br /> Page 2 • <br /> • Add day care and group nurseries as conditional uses to the R-0,B-1 through B-4 <br /> districts, and the I-1 district, subject to the same criteria as is stated in the residential <br /> districts. These criteria are as follows: <br /> a. No overnight facilities are provided for the children served. Children are delivered <br /> and removed daily. <br /> b. The front yard depth shall be a minimum of thirty five feet (35'). <br /> c. Not less than forty(40) square feet of outside play space per child be provided and <br /> that such space be suitably fences and/or screened in accordance with conditions as <br /> specified by the City Council. <br /> d. Adequate off-street parking and access is provided in compliance with Chapter <br /> 1121 of this Title. <br /> e. Adequate off-street loading and service entrances are provided in compliance with <br /> Chapter 1122 of this Title. <br /> f. The site and related parking and service shall be served by an arterial or collector <br /> street of sufficient capacity to accommodate the traffic which will be generated. <br /> g. All signing and informational or visual communication devices shall be in <br /> compliance with the Mounds View Sign Code. <br /> Our existing Zoning Code regards both home day care and day care and group nurseries as being • <br /> either residential uses or compatible with residential districts. Day care centers become a hybrid <br /> between a residential and a commercial uses, with some characteristics associated with family <br /> activities and some associated with a business. Large day care centers do not blend very well into <br /> residential neighborhoods because of the number of children. Placing them in a business district <br /> could work better. Staff feels that this option should be available, and then the marketplace <br /> would have more options as to where day care centers are located. The conditional use permit <br /> process will assure that the specific location and site layout will work, and be compatible with <br /> adjacent uses. <br /> The Planning Commission was especially favorable toward this amendment because it would <br /> allow businesses to offer on-site day care for their employees. <br /> Recommendation: The Planning Commission, by a unanimous vote, and the staff recommend <br /> approval of Ordinance No. 595. Prior to adoption, the City Council must conduct a public <br /> hearing and introduce the ordinance for first reading, both of which have been put on the agenda <br /> for your February 24 meeting.
