City of Mounds View Staff Report
• Highway 10 Pedestrian Bridge -Appendices
February 21, 1997
Page 9
7. Recreation Activity Fund Current Source: General Fund; Charges for Activities
Code Reference: Section 203.06
These funds"shall be used for the direct operating expense of City-authorized recreation
activities. These expenses shall include, but shall not be limited to, compensation of
instructors, rents or the purchase of equipment or supplies for recreational activities." The
balance in this fund as of 1995 was $98,672. City Council Resolution 4843 appropriated
$10,800 from this fund for the pedestrian bridge project. (The balance reflects the fact
that the appropriated funds have been moved to the pedestrian bridge account.)
8. Franchise Fee Current Source: Surcharge on Utility Bills
Code Reference: Section 1401.01,1402.01
The Municipal Code does not state a specific use for these funds. The practice has been
to transfer money from this fund into the general fund in order to reduce the amount
which must be levied through property taxes. The fee generates approximately $240,000
per year. The balance in this fund as of 1995 was $55,642. City Council Resolution 4843
• appropriated $81,642 from this fund for the pedestrian bridge project. (The balance
reflects the fact that the appropriated funds have been moved to the pedestrian bridge
account.)
