The Community Development staff has <br /> prepared this introductory report to acquaint you with the project, and to familiarize the City <br /> Council with the type of development review required. Cathy Bennett, the Economic <br /> Development Director, will be presenting the request for tax increment assistance. The City <br /> Council is not being asked to make a decision on the merits of the project at the work session. <br /> This question will be before you at a regular meeting. <br /> 0 Background: <br /> The applicant proposes to construct a one-story branch sales office and warehouse with a 22,300 <br /> square-foot foundation for ZEP Manufacturing, a national company specializing in the <br /> manufacture and sale of specialty janitorial, sanitation and maintenance chemicals. This facility <br /> would serve as a sales support and distribution warehouse. No manufacturing or packaging <br /> would be done at this location. <br /> The building would consist of 5,950 square feet of office space(which includes 2,500 square feet <br /> of mezzanine space) and 19,320 square feet of warehouse space. ZEP Manufacturing currently <br /> has a facility operating in Roseville,with thirteen on site employees supporting approximately 50 <br /> sales reps in the Twin Cities and surrounding areas. <br /> The property is located at 8490 Coral Sea Street, which is on the southwest corner of County <br /> Road J and Coral Sea Street, north of the Bridges Golf Course. <br /> The usual sequence of steps in preparing land for development is rezoning to an appropriate <br /> zoning district, subdivision to create lots, and development review. The first two steps require a <br /> public hearing before City Council prior to action on the application. These two steps were <br /> completed earlier for this property. The property is zoned I-i, which would allow the type of <br /> development proposed, and the lot on which the project will be located has been created through <br /> the Northstar Industrial Park, 2nd Addition subdivision plat. <br /> 41) The next step is development review, when the applicant provides a site layout such site <br /> improvements as building locations, parking lot layout and spaces, loading areas, driveways, <br />
