This step is considered technical in nature and does not <br /> require a public notice or public hearing before City Council. It is at this step when the City <br /> checks to make sure that the project design meets all the Zoning Code requirements such as <br /> setbacks, building height limits, and parking ratios. If all the technical criteria are met, the project <br /> is expected to be approved. <br /> The development review will be before Planning Commission for action on March 5 and is <br /> expected to be scheduled for City Council action on March 24. <br /> Although we are not intending to discuss the details of this project in the work session, since it <br /> will be before City Council at a later date, there are two issues which we would like to mention <br /> for background information. <br /> Wetland Alteration Permits: The City Council may want to become familiar with Chapter 1010: <br /> Wetland Zoning Regulations prior to your consideration of this project. The lot where ZEP <br /> Manufacturing is proposing to build includes an identified wetland along the western side of the <br /> property. The City has established a Wetland Zoning District Map which includes identified <br /> wetlands and a 100 foot buffer surrounding each wetland area. These areas comprise the wetland <br /> zoning district. The Code requires applicants to obtain a wetland alteration permit for any <br /> development. Development is defined as: <br /> of anystructure,the extraction,clearingor other <br /> The construction,installation or alterationn, <br /> alternation of land or terrestrial or aquatic vegetation or the course,current or cross-section <br /> of any water body or watercourse of the subdivision of land into parcels pursuant to Title <br /> 1200 of the Municipal Code. <br /> The Code also states a permit is required for the following types of activities in the wetland <br /> zoning district (i.e. identified wetlands and the 100 foot buffer area): <br /> • Digging, dredging, filling, draining or in any way altering or removing any material from a <br /> wetland <br /> • Alteration of vegetation within the wetland or the destruction of vegetation within the <br /> wetland zoning district, except to abate a public nuisance <br /> • Construction, alteration or removal of any structure <br /> • Altering of any embankment or ponding area or the changing of the flow of water or <br /> ponding capacity <br /> • Disposing of waste materials, including but not limited to demolition debris and yard <br /> waste <br /> • Installation or maintenance of essential services(gas, electrical, steam or water <br /> transmission or distribution systems, collection, communication, supply or disposal <br /> systems by public utilities, municipal or other governmental agencies but not including <br /> buildings) <br /> • <br />
