City of Mounds View Staff Report
February 27, 1997
Page 2
To improve our chance for a successful project, I feel that we need to try keep quality •
management at our facility. John Hammerschmidt and Ken Manthis both appear to be very
knowledgeable and concerned for the overall welfare of the course. John has indicated that he
would like to enter into a longer term contract(five years) for the management of the course; he
is receptive to several arrangements including one where he would contract for the overall
management of the course (he would be an independent contractor who would hire his own
employees, purchase inventory, own his own golf carts, etc. and the city would receive a
percentage of the gross revenue), or one where similar to the present arrangement where all the
help at the course, including himself and Ken, are city employees, but his and Ken's salary
would be based partially on the successful operation of the course.
I have received copies of some of Ramsey County's contracts and also some general ones
provided by the National Golf Association. I would like to pursue the possibility of entering into
• a five year contract with John Hammerschmidt and Ken Manthis for the operation of the golf
course, but I need some direction from the Council as to whether they feel that this would be in
the long term best interest of the City, the level of control they wish to maintain at the golf
course, and whether they are more comfortable with an arrangement whereby the course is
operated by city employees or we contract for the overall operation of the course with an
individual or firm.
•
110
