The Minnesota Department of Corrections is one of the agencies which issues <br /> licenses for group homes and group foster homes for the purpose of treating juveniles who have violated <br /> criminal statutes. The rules governing the Department of Corrections define group homes and group foster <br /> homes as providing care for not more than eight children. They will only place six children in a group <br /> home or group foster home unless the local zoning code allows for the additional two children. <br /> In 1996,the Mounds View Zoning Code was amended to allow a total of eight children in foster family <br /> homes. This amendment was initiated in response to a request from Mr. Duane Waldoch,who operates a <br /> . foster family home for children referred to him by the Department of Corrections. His license was for six <br /> children, and he wanted to obtain a license allowing him to have eight children. This license could not be <br /> issued without the change in our Zoning Code. <br /> Mr.Waldoch applied for the revised license and the Department of Corrections asked us for evidence that <br /> our local Zoning Code allowed eight children. When we sent a copy of the amendment,the Department of <br /> Corrections responded that the way the amendment was written did not permit them to approve the <br /> additional children. Staff is proposing a further amendment which would solve this problem. <br /> A public hearing on the code revision was held on February 24, 1997. The City Council received some <br /> questions from citizens in attendance. No changes were requested by City Council at that time.
