Dynamics of the Corridor: <br /> • <br /> ■ High Traffic Volumes and Access: <br /> 40,000 cars per day acts as a benefit for commercial business and steers the market <br /> for development that needs this volume of traffic. This large volume of traffic can <br /> also be seen as a detriment for pedestrian and neighborhood circulation. <br /> The access to regional highways is excellent but access to particular parcels is <br /> difficult. <br /> ■ We are a"Pass Through" Community: <br /> Need to encourage development that provides a destination so that people v; i use <br /> the existing services in the community and increase the direct affect of the <br /> multiplier on the community reducing the impact of the purchasing leakages <br /> currently present. <br /> • Parcel Structure: <br /> There are shallow and irregularly shaped parcels that directly abut to single family <br /> neighborhoods. The properties that have a natural barrier such as a street that <br /> separates them from the residential neighborhood is the most marketable. Parcels <br /> that directly abut the neighborhoods and are irregular in shape will be more <br /> difficult to develop. Careful examination and planning will be needed to ensure <br /> that there is minimal impact to the neighborhood while accommodating a <br /> marketable use for the property. <br /> G Where do we go from here? <br /> Staff has some tools to assist in addressing these market demands but we need more tools and <br /> direction from the policy makers. <br /> Comprehensive Plan; prepared in 1979; adopted in 1982 <br /> Mounds View Focus 2000 <br /> Highway 10 Redevelopment Plan <br /> Highway 10, Section 9 Study <br /> Direction is needed from City Council on your objectives for economic development and <br /> community development activity in Mounds View and what that means for the Highway 10 <br /> corridor. We need to find a way to capture the objectives of the community with a process that <br /> can keep pace with the market. <br /> Do we need more planning? goal setting? new evaluation of communities objectives? <br /> How should staff be dealing with inquiries? We want to carry out Council and Community <br /> Objectives. <br />
