Public policy decisions makers must evaluate the <br /> highest and best use for these properties of which is driven by what the market demands. <br /> Because some parcels have constraints it may be necessary to invest public funds to reduce theses <br /> barriers. In some instances the property constraints may reduce the highest and best use of the <br /> property.
