The applicant <br /> proposes to operate a quick lube facility at this location with services to include fluid exchange, <br /> wiper replacement, headlight replacement and other similar work. While there are no plans to <br /> structurally alter the exisitng building on the site, the applicant has indicated an intent to redevelop <br /> the site to high aesthetic standards. <br /> This site, which operated as Auto Central in the 1990s and previously as Mid American Auto in <br /> the 1970s and 1980s, has been vacant since 1995. The site is currently owned by Norwest Banks. <br /> In January of 1996, the City Council approved Ordinance No. 580, which among other things, <br /> established a minimum lot size for new and used automotive sales lots of two acres. At two- <br /> thirds of an acre, the Auto Central site can no longer accommodate automotive sales. The site is <br /> in a state of disrepair and is in need of extensive work. <br /> Discussion: • <br /> Dimensional Requirements <br /> The existing building meets all of the applicable setbacks and the site satisfies the minimum <br /> requirements. The parking area also meets the minimum setbacks established by the Zoning <br /> Code. The number of parking spaces required for an automotive repair facility is 8 plus 1 space <br /> for each 800 square feet of floor area over 1,000 square feet. Because the building is <br /> • approximately 1,500 square feet, 9 spaces would be required (8 plus 1.) The site plan indicates <br /> provision of nine spaces as required. <br /> Site Improvements <br /> The applicant proposes to completely redo the access and parking areas by removing all existing <br /> pavement, eliminating the accesses from Highway 10 and creating a single, well-defined access <br />
