The areas shown for drives and parking will have new paving installed. The <br /> remaining non-impervious surface will be sodded and landscaped according to their landscape <br /> plan, which has been reviewed and approved by the City Forester and the Planning Commission. <br /> The existing fence on the site will be removed and replaced with a 6-foot wooden fence located as <br /> shown on the site plan. <br /> Lighting <br /> The applicant has specified two types of lighting on the site: 20 foot poles with two 400 watt <br /> luminaires and seven 175 watt wall pack lights. The photometrics for this lighting configuration <br /> complies with the City's lighting requirements. A condition has been included in the resolution <br /> which would require that the pole lights be turned off when the business is closed. <br /> Signage <br /> The signage proposed is noted on the plan. It includes one twenty-foot pylon sign along Highway <br /> 10 with 48 square feet of internally illuminated signage. (The maximum signage for pylon signs is <br /> 340 square feet at a height not to exceed 35 feet.) There is also an entrance sign, and two small <br /> directional signs proposed, each sign being six square feet in size at a maximum height of two 4110 feet. The height limit of two feet is important for the entrance sign so it does not obscure <br /> motorists' vision as they exit the site. There will be four signs on the building: the company <br /> name on both the front and rear sides (10.5 square feet each), and enter and exit signs (4.5 square <br /> feet each). This amounts to 30 square feet of signage on the building, which is within the 100 <br /> square-foot limit imposed by the Code. <br /> Drainage <br /> The applicant will be installing two catch basins on the site to help route water to the Highway 10 <br /> drainage ditch. The amount of drainage runoff is expected to decrease since, under the <br /> applicant's plan, impervious surface will be decreased and landscaped areas will be increased. <br /> MnDOT is requiring the applicant to provide them with existing and proposed drainage <br /> calculations to verify that drainage volumes will not be increasing. The applicant will need to <br /> obtain a permit from MnDOT before doing any work in their right-of-way. Staff sent a copy of <br /> the site and drainage plans to MnDOT for their review, to which they have responded favorably. <br /> Spring Lake Road Reconstruction <br /> Spring Lake Road is scheduled for reconstruction and widening in 1998. The applicant will need <br /> to dedicate to the City a permanent 10 foot roadway easement along the east property line. A <br /> copy of the executed Roadway Easement accomplishing this has been included for the Council's <br /> reference. <br /> Comprehensive Plan • <br /> This property is designated as low density residential in the Comprehensive Plan. It is currently <br /> zoned for a commercial use and has been used commercially for the past 30 plus years, although it <br /> has been vacant the last two years.
