The following report compiles information previously provided. <br /> Staff received proposals from two organizations, PDI (current being used) and HAY in <br /> conjunction with Labor Relations Associates, regarding benchmark values and compensation <br /> specific to Mounds View. The existing benchmark system has been in place since 1985, with <br /> compensation and point value amendments occurring in 1992 for Pay Equity adjustments and <br /> thereafter for position reclassifications and/or new hires. <br /> • PDI <br /> • Select employees who will complete the questionnaires. (Internal selection) <br /> • Set up a completion session to review the instructions for filling out the questionnaires. <br /> (Provided internally) <br /> • Have the employees fill out general section than go onto the tasks. (Based on 35 <br /> employees completing questionnaire, approx. 100 hours staff time) <br /> • Upon completion, supervisor should review questionnaires. (100 hours of review time) <br /> • Review for accuracy the General Section, Job Content Section, Write-in Sections, if <br /> added, and the percent job covered. <br /> PDI project is very time consuming and involves little communication support. It would be a <br /> benefit for the City, as well as the employees, if the organization provided one to one <br /> communication rather than completing this project via mail. The benefit of an external <br /> organization providing recommendations for position analysis is perceived less threatening than <br /> having management select the positions. Although management is the ultimate decision maker, <br /> external recommendations are conveyed with less negativity. <br /> PDI ESTIMATED TOTAL EXPENSE $2,095 <br /> (Does not include compensation proposal) <br /> S <br />
