City of Mounds View Staff Report <br /> April 24, 1997 <br /> Page 2 <br /> HAY <br /> The HAY proposal would entail converting the job evaluation system from the PDI system to the <br /> HAY system and possibly revise the compensation system to be consistent with State and <br /> Federal law, general principles of equitable compensation, and the City's compensation plan <br /> goals. <br /> • Revising the current the Job Evaluation System used at Mounds View would include <br /> using job descriptions, Questionnaires (simple form), and input from management. A <br /> consultant from Labor Relations would work with management on reviewing current and <br /> possible benchmark changes and well as provide and an introductory session for all <br /> employees on the procedures and process of benchmark conversion. <br /> • Review and possibly revise Compensation System. <br /> ► Review salary relationship (wage and wage equivalents)between City employees <br /> and identify patterns of comparison which have contributed to existing <br /> compensation differentials. <br /> ► Develop preliminary recommendations for a City salary structure. Conduct <br /> statistical and other analyses to determine whether preliminary recommendations <br /> comply with the "equitable" and"reasonable" compensation relationship <br /> standards required by the Pay Equity Act. <br /> ► Present recommendations and guidelines to City officials. <br /> ► Revise recommendations as necessary to meet City officials' concerns. <br /> • <br /> Projected Timetable and Estimated Costs - Time frame Approx. 5 weeks. <br /> Update Job Evaluation Study $2,500 <br /> Develop Compensation System $850 <br /> TOTAL PROPOSAL 3,350 <br /> Research indicates HAY Evaluation System as the more "user friendly" system versus PDI. <br /> Labor Relations would work directly with management in the conversion as well as provide <br /> informational assistance to employees with questions regarding the nature of benchmark <br /> conversion. Due to the complexity of state and federal laws pertaining to comparable worth and <br /> pay equity,the City would benefit from using an organization that provides continual <br /> communication support. <br /> HAY is more defensible based on the benchmark being specific to the position and allows for <br /> variables to be incorporated within the specific position creating a"truer"benchmark value and <br /> offers a range of flexibility based on position responsibilities. Using Labor Relations Associates <br /> in conjunction with HAY, future amendments or modification will be less expensive because <br /> Mounds View is a subscriber City. Based on conversations from HAY and PDI, HAY and <br /> Labor Relations Associates is significantly more responsive to questions and concerns and has a <br /> more efficient response time. <br />
