In the <br /> front, sides and rear yard there accumulations of debris and junk, car parts, brush piles and other <br /> assorted stockpiles, as well as an abandoned orange pick-up truck in the front yard. In its efforts <br /> to have the property cleared of these nuisances, Staff has tried repeatedly to work with the <br /> Lodmills. In July of 1995, the City issued a Court citation to Mrs. Lodmill regarding the <br /> nuisances. There has been no evidence of any clean-up having been done at the property since <br /> present-staff have been involved. Our efforts to get results date back to September 30, 1996. <br /> Photo documentation will be presented for the Council's reference. <br /> Discussion: <br /> On April 9, 1997, Staff performed a site inspection of the property with the assistance of a <br /> uniformed officer. Contact was made with the son of the property owners, who was outside at <br /> the time. He agreed that the property needed to be cleaned, but he could only do so much by <br /> himself. The inspection revealed the following: <br /> • stacks of automobile tires(1) • discarded automobile batteries (2) <br /> • large brush pile(3) • snowmobiles without a trailer(1) <br /> • Winnebago in backyard(4) • accumulation of aluminum cans(3) <br /> • assorted junk piles( ) covered plastic barrels(3) (5)(6) <br /> • Pile of scrap metal( ) abandoned pick-up w/expired plates <br /> • inoperable vehicle(5) • debris under tarps(1) <br /> (1) Section 607.03, Subd. 3c: "The outside piling, storing or keeping of old machinery,junk, <br /> furniture, household furnishings or appliances or component parts thereof, rusting metal <br /> inoperable/unusable equipment, or other debris visible on private or public property." <br /> • (2) Section 607.03, Subd. 3n: "All explosives, inflammable liquids and other dangerous <br /> substances or materials stored or accumulated in any manner or in any amount other <br /> than provided by law or ordinance." <br />
