His consulting services would involve: review of documents related to employee <br /> attitudes, interviewing key players about recent changes in management personnel, crar..;.L..i1.4 <br /> several focus groups, and facilitating a series of employee sessions focused on training themes to <br /> help participants better deal with changes in the organizational climate. <br /> Project Objectives <br /> SThe consultant would approach thero'ect with <br /> P J these objectives in mind: <br /> 0 Build an open communication climate. <br /> ® Develop strategies for employees to adjust to organizational change. <br /> ® Foster a sense of professionalism in the workplace. <br /> Procedures <br /> Phase One Review current employee surveys, organization chart and work flow, city <br /> mission and strategic plan. <br /> Phase Two Customize a needs assessment questionnaire oriented to the communication <br /> climate of the City of Mounds View. <br /> Phase Three Conduct in-depth interviews of key players, such as city manager, department <br /> heads, mayor or council members, or any personnel designated by the city <br /> manager to be critical to the outcome of the project. The collective expectations <br /> of these persons often crystallizes. <br /> Phase Four Continue the interview process to involve three focus goups, approximately <br /> seven persons per group, drawn from personnel facindifficulty with adjusting <br /> i to administrative changes. <br />
