(1) Ownership: The application for approval of this rezoning has been filed by Louise • <br /> O'Neil, owner of the property. <br /> (2) Comprehensive Plan Consistency: The comprehensive plan designation on this <br /> property is a combination of lower and higher intensity, mixed use which includes <br /> both commercial and residential uses. The proposal is consistent with this <br /> designation. <br /> (3) Common Open Space <br /> (5) Staging of Common Open Space <br /> The proposal will include preservation of an 8.5 acre wetland, a 50 foot buffer area <br /> along the County Road H2 frontage, and a substantial portion of the wetland <br /> buffer area. The PUD stipulations, adopted with the general concept plan include <br /> requirements for the protection of open space (forested) areas during construction, <br /> and the staging of the buffer area along County Road H2. <br /> (4) Operating and Maintenance Requirements: Not applicable at this time. The PUD <br /> stipulations, adopted with the general concept plan, require the execution of <br /> maintenance agreements, and cross access and parking easements for each of the <br /> development parcels prior to approval of the final plan, if the property is to be <br /> subdivided. Maintenance responsibilities are assigned to the property owner <br /> otherwise. • <br /> (6) Density: The allowable densities are stated in the PUD stipulations, adopted with <br /> the general concept plan. <br /> (7) Utilities: A requirement has been included in the PUD stipulations that all utilities <br /> be installed underground. <br /> (8) Utility Connections: Requirements for shut-off valves and service manholes will be <br /> established at the time of development stage plan review. <br /> (9) Roadways: No private roadways are proposed in this development. <br /> (10) Landscaping: The PUD stipulations require that a detailed landscaping plan be <br /> submitted at the time of development stage plan review. The stipulations also <br /> include a requirement that trees 10" or more in diameter be inventoried and <br /> preserved whereever possible in parking lot islands, and in setback and buffer <br /> areas. <br /> (11) Public Services: The proposed project will be served by City water and sewer <br /> system. There are trunk lines for water, sewer and storm sewer in the abutting <br /> streets. The PUD stipulations include a requirement that fire hydrants be installed <br /> as directed by the Fire Department. S <br />
