• RESOLUTION NO. 5118 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION TO APPROVE COUNTY ROAD TURNBACK (SPRING LAKE ROAD) <br /> WHEREAS, the 1991 Minnesota Legislature established a Ramsey County Local <br /> Government Services Study Commission to "report on the advantages and disadvantages of <br /> sharing, cooperating, restructuring, or consolidating..." activities in areas of public service <br /> including public works; and <br /> WHEREAS, the consolidation plan provides for reclassification of roadways and <br /> corresponding changes in jurisdiction including the transfer of local and State Aid roadways <br /> between the County and municipalities; and <br /> WHEREAS, Spring Lake Road (County Road 125) from County Road H2 to <br /> Hillview Road and from Trunk Highway 10 to the North County Line, located in the City of <br /> Mounds View, is presently under the jurisdiction of Ramsey County as a County Road; and <br /> WHEREAS, this roadway has been determined to serve a local function only; and <br /> WHEREAS, revocation of"County Road" status may be accomplished by <br /> resolution of the Ramsey County Board of Commissioners pursuant to Minnesota Statutes <br /> §163.11; and <br /> WHEREAS, the City of Mounds View has concurred that the jurisdiction should <br /> be changed from Ramsey County to the City of Mounds View; and <br /> WHEREAS, the consolidation plan stipulates that Ramsey County shall improve <br /> the roadways to acceptable levels prior to transferring jurisdiction over roadway segments from <br /> Ramsey County to municipalities, and the Ramsey County Capital Improvement Program <br /> provides funding for these improvements; and <br /> WHEREAS, the City of Mounds View desires to reconstruct Spring Lake Road <br /> from County Road H2 to Hillview Road and from Trunk Highway 10 to the North County Line <br /> at an estimated cost of$1,460,000 and fund the reconstruction projects with Municipal State Aid <br /> Street sources, and an estimated $580,000 from Capital Improvement Funds for Ramsey County <br /> Roadway Consolidation. <br /> • <br />
